Human Resource Specialist – Achievers Network. This position is available to early applicants and offers HR services globally under guidance of higher graded specialists. Responsibilities Provide a range of human resources (HR) services in one or more functional specialties to customers around the world. Apply fundamental HR management methods, principles, and practices of assigned specializations and standardized analytical and evaluative methods and techniques. Apply specific rules, regulations, or procedures to independently complete assignments that typically comprise a complete segment of an HR assignment or a broader scope. Work in conformance with established practices and prescribed procedures and using a number of guidelines directly applicable to the assignment. Conditions of Employment Must be a U.S. citizen. Tour of Duty: Flexible. Security Requirements: Non‑Critical Sensitive. Appointment is subject to the completion of a favorable suitability or fitness determination; unfavorably adjudicated background checks will be grounds for removal. Fair Labor Standards Act (FLSA): Non‑Exempt. Selective Service Requirement: Males born after 12‑31‑59 must be registered or exempt from Selective Service. Recruitment Incentives: Not Authorized. Bargaining Unit Status: No. Pre‑Employment Physical: Not Required. Qualifications To be considered for a Recent Graduate appointment you must meet ONE of the following requirements: A person who was awarded a degree by an institution of higher education not more than two years before the date of the appointment. A person who has completed a period of obligated service in a uniformed service of more than four years, and was awarded a degree by an institution of higher education not more than four years before the date of the appointment. You must provide supporting eligibility documentation (i.e., transcript or other official documentation showing the date you completed or will complete the requirements for a diploma, degree, or certificate; and veterans' documents such as DD‑214, if applicable). In addition to meeting one of the Recent Graduate eligibility requirements above, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience equivalent to the GS‑05 level in the Federal Service involving professional knowledge of the concepts and principles of human resources. Creditable specialized experience includes: reviewing and processing HR documentation; giving oral presentations to employees, peers or management on HR topics; applying specific rules, regulations or procedures to complete HR related assignments; and maintaining relationships with internal and/or external customers or associates. OR Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. To qualify based on education in lieu of specialized experience, you must possess a bachelor’s degree from an accredited institution AND meet Superior Academic Achievement (SAA) based on one of the following: class standing (upper third standing in graduating class); grade‑point average (2.95 or higher overall or over the last two years of bachelor’s degree – or 3.45 in the major field or over the last two years in the major); election to membership in a national scholastic honor society. OR Possess at least one full year of graduate level study, or possess a master’s or higher degree in a field that provided the knowledge, skills, and abilities to do the work of the position. Such fields include Human Resources, Business Administration, or other business‑related fields. OR Combination: Combinations of post‑high school education and experience may be used to meet total qualification requirements for grade levels GS‑07 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS‑07. Legal and Other Information Drug‑Free Workplace: The Defense Logistics Agency (DLA) has established a Drug‑Free Federal Workplace Policy. All applicants tentatively selected for DLA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with DLA for a period of six months. The policy extends to random testing for the use of illegal drugs by employees who occupy testing designated positions defined as sensitive. The Drug Free Workplace Plan’s testing panel includes testing for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, MDMA, etc. Advisory: Using cannabidiol (CBD) products risks a positive drug test result for marijuana. COVID‑19: Federal agencies may request vaccination status for selected applicants in accordance with workplace safety protocols. Interagency Career Transition Assistance Program (ICTAP): Eligible applicants may apply for special selection over other candidates. To qualify, displaced Federal employees must have a score of 85 or higher. Reemployed Annuitants: This position does not meet criteria for appointment of Reemployed Annuitants. Criteria can be found in DoD instructions. Salary Ranges – Whitehall, OH: $46,469 – $60,405; New Cumberland, PA: $50,643 – $65,831. Pay will be set at Step 1 for new Federal civilian service or according to applicable pay laws for existing employees. #J-18808-Ljbffr
