Mail Handling and Courier Support Services

TekPro Support Services (TSS) is seeking Mail Handling and Courier Support in Rockville, MD. The candidate shall use the NRC’s SendPro 365 software or any other automated system designated by the Contracting Officer’s Representative (COR) to process and track all accountable mail. Accountable mail is mail that requires processing of special documentation, collection of receipts, and/or providing special delivery, including for example, certified and registered mail delivered by the USPS or by a private courier service. In the event the SendPro 365 is not operable, the contractor shall use NRC Form 253 “Messenger/Courier Receipt,” forprocessing and tracking accountable mail. The contractor shall contact the recipient to pick up the mail at the OWFN Mail Center. After completion of the processing and tracking of accountable mail item, the customer will sign for the mail or the contractor shall attach the NRC Form 253, as appropriate, to the incoming package. The contractor shall make certain that either the addressee or someone in the addressee’s immediate office area signs and prints a last name below signature on the handheld device, acknowledging the receipt of and responsibility for the package. If the contractor is unable to deliver the accountable mail (e.g., the addressee is not available and no one else will sign for the package), the contractor shall hold the item(s) in the OWFN Mail Center and try to contact the intended recipient by telephone leaving a voice mail, if possible, followed by an e-mail notifying them that the package is available for immediate pickup in the OWFN Mail Center. The copies of all accountable mail deliveries (i.e., NRC Form 253) shall be maintained for one year. The contractor shall save these hard copies in a designated folder in the OWFN Mail Center. The candidate shall read the number of documents required for each mailing, as some recipients receive multiple copies of the materials per label provided by DFS or NRC program office. In most cases, material only requires a label to be placed directly on the document for mailing. However, in those cases where multiple documents are being distributed per addressee, the contractor shall collate or assemble materials into sets and place them into the appropriate size envelope or box. Once materials are inserted, the contractor shall seal the envelope or box and apply the mailing label. Guidance on the proper location to place the mailing label will be provided by NRC mailroom staff.
