Chief Administrative Officer

INTRODUCTION This position is located in the District of Columbia National Guard (DCNG), Office of the Director, District of Columbia Government Operations (DCGO). The mission of DCGO is to provide exceptional customer support to the DC National Guard, while serving the District, and the community. Working Together Towards Tomorrow. The position functions as a Chief of Administrative Officer responsible for providing administrative and management services essential to the direction and operation of DCNG. The incumbent serves as the principal advisor/official for all DCNG's administrative operations, including contracts and procurements, federal grant management, human resources (HR), Master Cooperative Agreements, and special projects/assignments. Location: DC Armory, 2001 East Capitol Street Washington, DC 20001 Tour of Duty: TBD MAJOR DUTIES Develops and manages the agency's annual budget for submission to the Office of Budget and Performance Management (OBPM) with Director's approval, oversees financial operations, maintains compliance , and ensures that implementation of any assigned reform and agency projects is on time and within budget. Performs the oversight function of assigned District management reform plans to ensure alignment with program goals and priorities and are within budget. Identifies measurable performance for success and a method for monitoring performance and improvements expected as a result of plan or project implementation. Ensures projects are adequately planned and contain appropriate levels of resources. Maximizes external funding sources for implementation and operation. Executes and manages compliance of all Master Cooperative Agreements to include but not limited to district reimbursement and supervision of Program Managers responsible for budget analysis and execution analysis of cooperative agreements. Plans, develops, and administers program operations and operating policies and procedures to streamline operations and ensure compliance. Confers regularly with the Director and the leadership to keep them apprised of new or changing policies, positions, requirements, and special priority matters. Collaborates with other executive leadership team members to develop long-term plans and ensure alignment across the organization. Oversees the operation of the HR department ensuring the Program Manager plans, organizes, coordinates, integrates, and executes human resources services core functions such as training and development, recruitment and selection, performance management, employee labor relations, employment law and compliance, compensation and benefits, and special projects. Monitors progress of DCNG employee training, workforce development initiatives, and established training needs based on goals and objectives that support the mission of the agency. Evaluates the performance of the HR department's staff, identifies, and recommends areas for improvement. Oversees the audit practices and procedures for compliance with legislative and regulatory requirements of employee and labor relations. Monitors labor management issues and union grievances; advises and guides on awareness of equal employment opportunity (EEO) issues; and handles dispute consultation on labor relation complaints to avoid litigation and strengthen relationships. Performs a full range of supervisory functions to include assigns, directs, and reviews the work of subordinate program staff; plans, schedules, and coordinates work operations; and addresses issues or problems related to work operations to maintain operational efficiency and effectiveness. Administers leave and attendance; guides and directs reports on implementing performance standards; evaluates staff performance; addresses disciplinary problems; and recommends disciplinary actions (i.e., suspensions and terminations). Negotiates and troubleshoots employee concerns, grievances, and other labor-related matters; provides coaching; and provides governance over staff development and training plans. Contracts and Procurement Works with and oversees the Contracting Officer and all contracting and procurement operations for Challenge Youth Academy, Construction and Facilities Management Office (CFMO), and local government. Develops, plans and schedules, estimates resources required, defines milestones and deliverables, monitors activities, and evaluates and reports on accomplishments. Identifies alternative solutions to unique business problems in assigned projects, integrates the work of others as a team or project, and forecasts or projects future environments or the impact on future processing. Provides direction to and control of staff assigned to projects under incumbent. Works with agencies to create an overall vision of information resources as a utility to a more efficient and more effective government. Keeps abreast of current projects, practices, and trends in the assigned programs or functions. Guides the agency operations and support services solutions for DCNG business activities to include general management and business process improvement; identification of opportunities for revenue generation, resource consolidation, business efficiencies, leveraging existing technology and resources and conducting information planning and developing information technology infrastructure; designing business operations and process improvement solutions that align with District strategic direction and standards; and general procurements. Contributes to the organization's strategic direction by providing input on goals, policies, and procedures. Recommends changes to regulations, policies, and procedures. E nsures the organization complies with relevant laws, regulations, and internal policies. Provides guidance to managers and supervisors in resolving work-related or personal problems which adversely affects performance and provides information on counseling and referral services for employees. Identifies and communicates legal issues to designated agency counsel. Performs other related duties as assigned.
QUALIFICATIONS Mastery knowledge of the departmental mission, objectives, functions, and organizational structures to properly identify and evaluate the agency needs as well as the policies, regulations, and practices of the agency. Mastery knowledge, skill, and ability to integrate the planning, organizing, evaluation and control of the assigned programs, functions, or projects through application of project management concepts, principles, practices, and techniques. Comprehensive knowledge of all facets of managing the agency's facilities management, support services, records management, risk management, human resources, training, labor relations, and special projects and other departmental support projects. Demonstrable expertise in problem-solving, negotiation strategies, and project management to effectively support the organization's goals. Demonstrable comprehensive knowledge of a wide range of applicable qualitative and/or quantitative methods and techniques for the assessment and improvement of complex management processes and systems. Interpersonal and administrative skills sufficient to direct, organize and coordinate through systematic professional efforts and comprehensive studies of those activities which serve as the sounding board for major issues, and lead to the development of new or revised procedural and/or policy proposals. Demonstrated experience in providing leadership in a managerial capacity. Demonstrated skills in managing staff and providing leadership in a team-based environment. Ability to establish positive working relationships with the leadership, immediate reports, agency staff members and outside contacts. Advanced verbal and written communication skills to lead presentations, develop financial reports, and provide effective project management assistance. Demonstrated experience in developing and sustaining positive business relationships. Demonstrated ability to utilize a personal computer (PC) and knowledge of computer software programs used for administrative purposes in accomplishing projects and/or work assignments. SPECIAL REQUIREMENTS This position is classified as Security Sensitive due to the position's duties and responsibilities. Security sensitive positions are positions of special trust that may be reasonably expected to affect the access to or control of activities, systems, or resources that are subject to misappropriation, malicious mischief, damage, or loss or impairment of control of communication. The Chief Administrative Officer is responsible for integrating the functions of the assigned programs to support the agency operations. The major duties that justify the position as security sensitive includes but are not limited to, access to sensitive data including confidential and personally identifiable pieces of information, networks, files, drives, and other sensitive information, and the ability to create, delete, or alter documentation. This position is designated as "Emergency" pursuant to Chapter 12 of personnel regulations, Hours of Work, Legal Holidays, and Leave. Emergency employees must report to or remain at work, if activated, during a declared emergency. Emergencies include, but are not limited to snow, ice, wind, rain hurricanes, floods, acts of terrorism, fire, earthquakes, etc. The incumbent of this position must pass a Tier 1 background investigation. The incumbent of this position must be able to obtain and maintain a Common Access Card (CAC) and security clearance.
