Introduction The Maryland Department of General Services (DGS) supports State and local government agencies, as well as local non‑profit organizations and the citizens of Maryland, by providing facilities management, real estate and surplus property services, as well as security and law enforcement for State buildings. DGS is also responsible for a full spectrum of facilities engineering, design and construction services, almost $1 billion in annual contract administration, and overseeing the State procurement process. Preston Street Annapolis – 29 St. Johns Street Main Purpose of Job A Police Officer II is responsible for enforcing laws, rules, and regulations to ensure the safety and protection of personnel and State property. Police officers in this classification do not have supervisory responsibility and will receive general supervision from a Police Officer Sergeant. Employees may be assigned to day, evening, night, or rotating shifts, which may include holidays and weekends. Employees in this classification are considered Emergency Essential personnel and must be willing and available for duty at all hours; employees may be required to remain or report for duty at such hours as needed to maintain the continuous operation of this agency. If you are the selected candidate for this position, you will be required to complete a Pre‑Employment Physical and substance abuse screening, which will assess your ability to safely perform the essential functions of this position. Position Duties Enforce laws, rules, and regulations governing the protection of personnel and State property. Direct vehicular traffic, enforce parking regulations, investigate accidents, and issue warnings and citations. Prepare clear, concise, and accurate incident reports in accordance with agency directives and standard operating procedures. Investigate criminal acts to resolve and/or prosecute criminal activity. Make arrests and testify in court. Render emergency and/or first aid to sick or injured persons. Stabilize injured persons prior to ambulance response. Respond to disturbances, emergencies, suspicious persons, and suspicious activities. Other functions may be required that enable this agency to fulfill its overall governmental mission to provide law enforcement and physical security to the Department of General Services‑owned and managed properties. Minimum Qualifications Education: Graduation from an accredited high school or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Maryland Police and Correctional Training Commission regulation. Experience: Six months of experience as a certified law enforcement officer. Notes: 1. The above educational requirement is set by the Maryland Police and Correctional Training Commission in accordance with the Public Safety Article, Section 3‑207, Annotated Code of Maryland. 2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non‑commissioned officer in Protective Service classifications or Law Enforcement specialty codes in the Military Police Officer field of work on a year‑for‑year basis for the required experience. Desired or Preferred Qualifications At least two (2) years of experience as a Certified Law Enforcement Officer in Maryland. Former law enforcement officer certification in the last 3‑5 years or a current non‑Maryland officer who completed an acceptable entrance‑level academy in another state or through the federal government. Licenses, Registrations and Certifications 1. Candidates for positions in this classification must possess a Police Officer certification as required by the Maryland Police and Correctional Training Commission at the time of application. 2. Applicants for this classification, formerly certified by the Maryland Police and Correctional Training Commission as a Police Officer within the past three years and are eligible for recertification at the time of appointment, meet the certification requirement for this classification. The recertification criteria are listed in the Code of Maryland Regulations 12.04.01.07, available at the Maryland Police and Correctional Training Commission. 3. Employees in this classification may be required to possess or obtain a special police commission in accordance with Public Safety Article, Section 3‑209, Annotated Code of Maryland. Special Requirements 1. Selection standards for Police Officer certification are established by the Maryland Police and Correctional Training Commission in accordance with Public Safety Article, Section 3‑207, Annotated Code of Maryland. These selection criteria are listed in detail in the Code of Maryland Regulations 12.04.01.04 and include the following: U.S. Citizenship Must be at least 21 years of age Satisfactory background investigation, including a check of criminal history Oral interview Physical and psychological examinations, truth verification, and drug test (COMAR 12.04.01.04) Possession of a driver's license valid in the State of Maryland. 2. Employees in this classification are subject to call‑in and, therefore, will be required to provide the employer with a phone number where they can be reached. 3. Employees in this classification may be required to bear firearms and to demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis as required by the Maryland Police and Correctional Training Commission. 4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs. Selection Process 1. Initial Contact – Confirm candidate interest and qualifications. 2. Fitness Testing – Physical fitness test consisting of: - 300‑foot Dash: Complete within 80 seconds. - Barrier Climb: Test ability to climb over a barrier. - 150 lb. Weight Drag/Pull: Move weight at least 15 feet. - Stair Climbing: Traverse up and down two flights of stairs. 3. Background Interview/Background Investigation – Investigate candidate suitability. 4. Conditional Offer – Extend a provisional job offer. 5. CVSA Examination – Conduct Computer Voice Stress Analysis. 6. Oral Board Interview – Interview with a panel. 7. Application Review – Assess candidate materials. 8. Screenings – Psychological test, physical exam, and drug screening. 9. Final Offer – Confirm official job offer upon passing screenings. 10. Training & Certification – Complete field training (FTO), firearm qualifications, and comparative compliance certification, if necessary. If all aspects of the process are successfully completed, applicants will be placed on an eligibility list for a period of one year.
