Title: Programmer - Advanced (Job ID: 11338)

Location: Blythewood, SC 29016 (Hybrid - 3 Days Onsite / 2 Days Remote)

Duration: 12 Months (Possible Extension)

Candidate Location Requirement: Must be a CURRENT South Carolina or North Carolina resident. No relocation allowed.



Key Responsibilities

• Design, develop, enhance, and maintain enterprise applications using Microsoft .NET technologies.
• Analyze business requirements and translate them into technical specifications and application solutions.
• Develop requirements documentation, functional specifications, and comprehensive test plans.
• Design and implement bi-directional REST/JSON APIs supporting nationwide data integrations and clearinghouse communications.
• Collaborate with business analysts, project managers, and stakeholders to define system requirements.
• Perform application testing, troubleshooting, debugging, and production support.
• Participate in system integration efforts involving external agencies and third-party partners.
• Ensure compliance with State standards, security requirements, and development best practices.
• Support deployment, maintenance, and enhancement of DMV-related applications.
• Document technical designs, development activities, and testing results.

Required Skills & Experience

• 5+ years of .NET development experience
• 3+ years of experience with complex Motor Vehicle Systems and/or Court Systems in a State Government environment
• 3+ years of experience developing requirements, specifications, and test plans for large-scale enterprise systems
• 3+ years of experience designing and developing bi-directional REST/JSON API interfaces
• Experience supporting nationwide data integrations and clearinghouse connectivity
• Strong understanding of software development lifecycle (SDLC)
• Experience with application design, development, testing, and support

Preferred Skills

• Experience working with Oracle Database
• Experience working with Microsoft SQL Server
• Experience supporting large-scale government enterprise applications
• Knowledge of system integration and data exchange architectures

Education

• Bachelor's Degree in Computer Science, Information Technology, or related field
• Equivalent combination of education and documented work experience will be considered
