The Technology Services Bureau, within the Technology Services Division of Franchise Tax Board, is seeking a Technology Solutions Developer Specialist will serve as a senior-level technical developer responsible for the full System Development Life Cycle (SDLC), including design, development, testing, deployment, and maintenance of enterprise applications and services, and post-implementation support as a Subject Matter Expert (SME). The ideal candidate will provide leadership and technical expertise in developing scalable, secure, and accessible applications and services that support departmental goals and customer needs. In this role, the candidate will support DevOps practices such as continuous integration, automated deployment, system monitoring, and production support. The developer works independently and collaboratively on complex projects, and contributes to architectural planning, technical mentoring, and innovation initiatives.

Working Conditions

• Experience in Java development, including APIs, Microservices, Jakarta EE technologies such as JSP, Prime Faces, MVC frameworks, and JavaBeans
• Strong knowledge of modern integration standards, including Service-Oriented Architecture (SOA), SOAP/REST services, XML/JSON, and enterprise application servers
• Proficiency in development environments such as Eclipse, IntelliJ, and Visual Studio, with solid experience working with relational databases including DB2 and SQL Server
• Experience with DevOps and CI/CD practices, using tools such as Git, Jenkins, Maven, uDeploy, Stash, and Docker
• Experience with the Software development life cycle (SDLC) with an emphasis on implementation contributing to the design, development, unit-testing, deployment, and maintenance of applications
• Familiar with cloud-based object storage services like Simple Storage Service or similar
• Demonstrated leadership through mentoring and guiding junior developers
• Strong communication and collaboration skills, partnering effectively with Business and Infrastructure teams to deliver high quality solutions
• Ability to manage multiple priorities effectively, and work successfully both independently and as part of a team
• Excellent analytical abilities in diagnosing and resolving software build and release issues, especially in complex environments
• Strong problem-solving skills for understanding requirements, implementing effective solutions, troubleshooting issues, and optimizing performance
• Ability to continuously learn and contribute towards long-term success of departmental goals
