Summary You will serve as an INFORMATION TECHNOLOGY SPECIALIST (INFOSEC) in the COMMAND INFORMATION OFFICE, OFFICE OF THE EXECUTIVE OFFICER of NAVFAC ENGINEERING CMD MID-ATLANTIC. Summary You will serve as an INFORMATION TECHNOLOGY SPECIALIST (INFOSEC) in the COMMAND INFORMATION OFFICE, OFFICE OF THE EXECUTIVE OFFICER of NAVFAC ENGINEERING CMD MID-ATLANTIC. Duties You will coordinate a variety of security issues with other commands, higher echelons, and external organizations to address cybersecurity requirements. You will evaluate the impact of new laws and guidance on current programs and systems and recommend changes to existing plans and policies to ensure compliance and responsiveness. You will review IT and control systems programs to assess overall compliance with cybersecurity plans and policies, and alignment with business and mission requirements. You will maintain a repository of all command cybersecurity-related documentation. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Leading cybersecurity projects, having a mastery of advanced IT and cybersecurity principles, with the skill to develop, interpret, and implement policies and strategies governing an enterprise cybersecurity program; 2) Understanding of Risk Management Framework (RMF) process, DoD/DON cybersecurity requirements, and Cybersecurity Commissioning (CYCX) process; 3) Providing expert technical advice on critical cybersecurity issues, lead incident response efforts, and make recommendations that significantly influence command IT policies; 4) Inspiring, motivating, and guiding a technical team; and 5) Managing POA&M entries to ensure vulnerabilities are tracked and resolved. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1. IT-related experience demonstrating this competency include: Drafting, modifying, and maintaining command core cybersecurity policies. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Working with managers and users to scope and define project requirements and deliverables that are necessary to meet the business and cybersecurity needs of the organization. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: influencing and persuade employees and managers to accept and implement findings and recommendations. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Applying new methods to resolve complex, intricate, controversial, or unprecedented issues and problems. The incumbent will be required to carry and/or transport equipment or books weighing up to 20 pounds. WORK ENVIRONMENT The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. The incumbent's work may require moderate risks or discomforts associated with visiting military installations, sites with limited access, remote areas, and/or construction sites which may require use of protective gear. PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
