ATTORNEY, ASSISTANT CHIEF COUNSEL

Job Description and Duties

T his is a 12-month limited term position, which may be extended up to 24 months or become a permanent position. This position is pending budgetary approval.

The California Department of Insurance (CDI) is seeking a dynamic Assistant Chief Counsel who will confer and correspond with departmental administrative staff, legislators, insurers, licensees, outside counsel and members of the public, as necessary.

Under the general direction of the Deputy General Counsel for Regulatory and Legal Services and the General Counsel, the Assistant Chief Counsel will supervise the Government Law Bureau in the areas of legislation, rule making, regulations, contracts, workers' compensation matters, privacy and IT security, service of process, responses to California Public Records Act (PRA) requests under Government Code section 7920.000 et seq., subpoena responses (when applicable), duties associated with the Custodian of Records, National Association of Insurance Commissioners activities and the preparation of legal opinions; administer highly sensitive policy determinations and advise the Deputy General Counsel for Regulatory and Legal Services, the General Counsel and the Insurance Commissioner regarding issues that may establish or affect department policy on matters within the bureau's area of responsibility and consult with the bureaus affected.  Staff and implement special projects, or participate in Department-wide projects.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete a Statement of Economic Interest (Form 700), which includes an Assuming Office filing within 30 days of appointment, annual filings, and a Leaving Office filing within 30 days of physical separation. Non-compliance with the Conflict of Interest Code requirements may result in the voiding of appointment, financial penalties, or enforcement actions.

Effective July 1, 2025, the California Department of  Human Resources (CalHR) implemented the Personal  Leave Program (PLP) 2025 and related Pay Differential 386. PLP 2025 requires employees to receive a reduction  in pay in exchange for monthly hours of PLP 2025 leave  credits.
