Contract Specialist
City of Mesa
Facilities Management Contract Specialist
The current vacancy is in the Facilities Management Department; however, this recruitment will be used to establish a Citywide list to fill possible future vacancies. Under general to limited supervision, a Contract Specialist performs a variety of activities associated with service and maintenance contract preparation, monitoring, and compliance work. A Contract Specialist has oversight of multiple, concurrent service agreements and/or contracts and performs related work as required. Facilities Management Assignment: Responsibilities include management and oversight of a variety of facility centric service contracts (example: custodial/janitorial, fire systems, HVAC, landscape, pest control, window washing, etc.) to ensure contract compliance requirements; routine worksite monitoring of vendor performance, performing site inspections, and confirming that services are being completed in accordance with the contract scope of work; coordinating work between City departments and contractors/vendors; and addressing and resolving contractual issues. An employee in this class is involved in a variety of office and field activities associated with service and maintenance contract administration and monitoring. Although the contracts can involve virtually any service and maintenance function associated with physical facilities, streets, rights-of-way, parkway, landscape maintenance, or other closely-related areas, the primary contracts may cover: custodial/janitorial; pest and weed control; fire systems; window washing, landscape, street tree, and irrigation system maintenance; arterial street and parking lot sweeping; asphalt and concrete repair and installation; street light and transit facility repair and maintenance; traffic signal repair and maintenance; seal coating; and storm drainage system maintenance (based on assignment). This class is supervised by a Lead Contract Specialist, Transit Services Director, or Contract Supervisor through reports, meetings, and conferences regarding status of contracted projects, problems encountered, and overall results achieved. This class is FLSA nonexempt.
Employee Values: All employees of the City of Mesa are expected to uphold and exhibit the City's shared employee values of Knowledge, Respect, and Integrity. Minimum Qualifications Required. Graduation from high school or GED. Any combination of training, education, and experience equivalent to a minimum of three years' full-time employment in service contract administration, monitoring, or inspection in the private or public sector. Two years of college coursework can substitute for one year of required experience. Special Requirements. Must possess a valid Class D Arizona Driver's License by hire or promotion date. Must possess an International Municipal Signal Association (IMSA) Work Zone Safety Specialist and IMSA Traffic Signal Technician Level I within one year of hire or promotion date, and IMSA Traffic Signal Inspector Level 1 and IMSA Traffic Signal Technical Level II are required within 24 months of hire or promotion date (Transportation ITS Assignment). Due to the required access to all secured buildings, for this position, an individual receiving a conditional offer of employment from the City of Mesa must pass a background investigation through the City of Mesa Police Department, the Arizona Department of Public Safety, and Federal Bureau of Investigation prior to commencing employment with the City of Mesa to allow full, unescorted access to police facilities (Facilities Management Assignment).
Preferred/Desirable Qualifications. Experience in the areas of landscape or closely related field. Certification in backflow prevention testing. College or formal coursework in Landscape Architecture, Horticulture, Contract Administration, or Civil Engineering. Certification as an Irrigation Association (IA) Certified Landscape Irrigation Auditor. Certification in one or more of the following categories: Arizona Landscape Contractor's Association (ALCA) and/or Arizona Certified Landscape Professional. Facilities Management Assignment: Experience in custodial/janitorial contract management and/or building maintenance service contracts (example: heating, ventilation, and air conditioning [HVAC]; plumbing; electrical; etc.), and certification as a Pest Management Professional from Arizona's Office of Pest Management. Transportation Assignment: Experience in traffic signal construction/maintenance or closely related field is preferred. Experience with service contracts in the areas of asphalt and concrete repair and installation and/or transportation and landscape maintenance or closely related field is preferred. This assignment requires a high level of field inspections to verify contractor performance, ensure compliance with contract specifications, and document work completed in the field. Certification in one or more of the following categories is preferred: International Municipal Signal Association (IMSA) Work Zone Safety Specialist, American Backflow Prevention Association (ABPA) Backflow Assembly Tester, IMSA Roadway Lighting Level I, and/or National Institute for the Certification of Engineering Technologies (NICET) Certification.
