About the PositionThe Fiscal Grants Manager oversees the agency’s budget and grant-making operations, managing all administrative functions for Virginia Department of Fire Programs (VDFP) funds. Working independently, the incumbent ensures strict compliance with policies, regulations, and financial requirements. This pivotal role directly impacts the financial resources, credibility, and strategic relationships of the Agency, the Virginia Fire Services Board (VFSB), and the Commonwealth.Core Responsibilities:• Formulate the agency’s annual operating budget.• Partner with budget managers to ensure strict adherence to approved allocations.• Design and implement policies and procedures for operating budgets and financial assistance programs.• Direct daily grants unit operations, invoice billing, and bookstore operations.• Oversee the administration of the newly established Cancer Screening grant.• Provide personnel management, guidance, and training to the grants unit team.• Serve as the primary communicator for agency budget and grants programs.________________________________________This position is designated as essential personnel and may include a Virginia Emergency Support Team (VEST) assignment. Vest assignments include providing support during an emergency incident either within the Virginia Emergency Operations Center (VEOC) or in a field assignment. Maintaining 24/7/365 situational awareness throughout the state. The ability to serve as an Agency spokesperson if needed. Employees may be required to work during emergency situations, such as inclement weather and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may also include duties other than those specified in the employee’s official Employee Work Profile/job description.Minimum Qualifications• Considerable experience and knowledge of state and/or federal grants management.• Knowledge of advanced budgetary procedures and processes including budgetary and financial research, budget policy development, and long-range financial planning.• Knowledge of government accounting principles, fund accounting, economics and statistical methods.• Knowledge of government budgetary and fiscal policy and procedures including applicable sources of revenue for the departments.• Knowledge of federal grant regulations, grant compliance requirements, recipient monitoring, and audit standards.• Knowledge of internal control frameworks and risk management principles.• Skill in leading complex budget development processes, fiscal data reviews and establishing budgetary controls and procedures.• Experience entering financial data into digital spreadsheets, accounting software, financial systems and centralized databases.• Skill in performing financial analyses including multi-year forecasting, scenario modeling, fund balance analysis, and financial sustainability assessments.• Experience managing, leading, and motivating professional personnel. • Experience demonstrating the ability to effectively interpret government policies, regulations, and guidance, and apply it to Agency activities; evaluate information from multiple sources and work effectively and cooperatively to align program strategy with new information.• Excellent interpersonal, verbal, and written communication skills with all levels of staff, general public and public officials. • Experience demonstrating program management and organizational skills including the ability to set objectives; plan and prioritize competing requests/tasks/projects; manage multiple projects; solve problems and make decision independently; and manage deadlines in a fast-paced environment. • Considerable skills in the use of computers – Microsoft Office and associated software. Additional Considerations• Knowledge of the CAPP Manual, FASB and GASB. • Considerable experience interacting, collaborating and building rapport with diverse constituencies such as the Virginia Fire Services Board; and the Agency’s stakeholder groups; Virginia’s fire services community and respective localities; and various state agencies (i.e. DPB, VDEM, etc).• Considerable knowledge of government management and operations. • Extensive experience in the fields of grants management or financial management.• Possession of a valid driver’s license desired to drive to job related activities or have reliable transportation for job related travel.
