Veterans shape the future of energy At the full performance level GS-12 Grants Management Specialist, you will:

• Lead pre-award planning and administration by developing funding opportunities, determining appropriate award instruments (such as grants or cooperative agreements), and establishing merit evaluation criteria.
• Perform complex financial and cost-benefit evaluations of applicant budget justifications, proposed milestones, and recipient accounting systems to ensure the allowability, allocability, and reasonableness of costs.
• Negotiate specialized award terms, conditions, and budgets with applicants and grantees, resolving controversial pre-award issues and protecting federal interests.
• Conduct robust post-award monitoring and compliance reviews, including analyzing continuation/renewal applications, evaluating requested changes, and managing recipient audits, fund obligations, and award closeouts.
• Provide expert technical assistance and training to program officials, external partners, and lower-graded grants management staff, addressing controversial issues and advising on precedent-setting grants management situations.
• Evaluate and refine agency financial assistance policies by identifying procedural inefficiencies, assessing the operational impact of proposed regulations, and drafting corrective guidance.
