Program Evaluation Lead

Job Overview Provide services and support as a Program Evaluation Lead focused on Workforce Planning & Strategic Human Capital Analytics for clients such as the National Science Foundation (NSF) and other federal science agencies. The role is located in the Mid-Atlantic Region, primarily in Alexandria, VA, with a hybrid work arrangement. Responsibilities and Duties Deliver innovative solutions that improve operational efficiency through digital transformation and process automation. Enhance data-driven decision-making using role-based advanced analytics and business intelligence. Support regulatory compliance and adherence to federal human capital management policies. Facilitate seamless integration of IT systems and workforce planning tools. Optimize service delivery through performance-based outcomes and SLAs. Support and enhance human capital analytics capabilities using agency-standard platforms such as Oracle Analytics Server (OAS) with Tableau supplementation. Conduct workforce research, program evaluations, and compliance assessments aligned with OPM HRStat and the GPRA Modernization Act. Design and lead evaluation frameworks for human capital programs aligned to OPM HRStat, GPRA Modernization Act, and agency performance expectations. Develop evaluation methods, success criteria, scorecards, and findings reports; synthesize quantitative and qualitative evidence into actionable recommendations for leadership. Qualifications 8+ years of experience in program evaluation, performance measurement, strategic assessment, or related federal consulting work. Experience with HRStat, GPRA, and evaluation design in public-sector settings preferred. Bachelor’s degree in public policy, public administration, business, evaluation, industrial-organizational psychology, or related field required; Master’s degree preferred.
