GENERAL DESCRIPTION OF JOB: The Project Manager duties consist of a broad range of responsibilities covering all areas of construction projects including but not limited to new construction, remodeling/tenant improvement projects and/or other approved projects such as Capital Improvement and Building Maintenance projects. The Project Manager will often manage multiple small and/or large projects at one time, managing each project budget typically ranging from $30,000.00 to $3,000,000.00 plus.DUTIES: Lead assigned projects from concept through approval by coordinating with stakeholders to define requirements, assess feasibility and risk, develop project charters and plans (scope, schedule, budget, deliverables), identify funding strategies, and present updates to executive leadership and the BoCC as needed. Manage project implementation and procurement in accordance with County policy by collaborating with vendors, Purchasing, and internal stakeholders to develop construction and furniture plans, solicit and evaluate bids and proposals, and ensure alignment with County goals. Manage project controls and documentation by creating and maintaining detailed project files, schedules, and status meetings; tracking work plans, cost estimates, and progress; and reporting project status to stakeholders, Executive Team, and/or BoCC as needed. Administer contracts and financial oversight by coordinating development of contract documents and cost projections; preparing contracts, addendums, change orders, purchase orders, and pay applications using County systems; ensuring compliance with County policy and Colorado law; and maintaining strict budget control using County-approved financial tracking software. Oversee project execution and field operations by coordinating with stakeholders, consultants, and contractors; making and approving scope, schedule, and budget decisions; authorizing field changes with proper approvals; ensuring conformance with plans and specifications; and enforcing all applicable safety requirements. Inspect and monitor project work through completion by coordinating final punch walks and ensuring resolution of all deficient items in compliance with contract requirements. Manage project closeout by coordinating final documentation (O&M manuals, warranties, as-builts), substantial completion and final settlement processes, release of retainage, lessons learned, and formal turnover to Departments and Facilities and Fleet Management. Participate in departmental planning and budgeting activities by supporting annual PMO budget preparation, five-year master planning, development and submittal of budget packages, and provision of monthly project status updates for reporting purposes.

REQUIREMENTS:

Skills, Abilities and Competencies: Demonstrated project management skills to include delivery of on-time, within scope, within budget projects that meet business requirements as outlined in the project charter and project plan, often through political sensitivity. Demonstrated ability to multitask, prioritize, and to execute tasks in a high-pressure environment. Demonstrated ability to negotiate and elicit cooperation from a wide variety of sources, including upper management, stakeholders, and other departments and offices, and to establish and maintain effective working relationships with supervisors, employees, contractors, and other professionals and the general public while maintaining a calm and logical demeanor. Demonstrated ability to effectively and accurately communicate both verbally and in writing. Demonstrated knowledge of laws, codes, rules & regulations affecting governmental construction projects. Demonstrated ability to identify risks and to plan for acceptance or mitigation. Demonstrated ability to perform job duties with a high sense of urgency. Demonstrated ability to read and interpret bid documents, contract documents, construction documents, and other construction-related documents, to assist client stakeholders in interpreting same, and to hold consultants and contractors accountable to what was requested (scope) and agreed to (contract). Demonstrated knowledge of industry-specific computer applications/tools including but not limited to Microsoft Windows, Microsoft Office (Word, Excel, Outlook, PowerPoint), Microsoft Project, Project Management Information Systems (Project Web App, for example), Revit/AutoCAD (basic), and general contract management (Contract Insight, for example) and financial tracking applications (SAP, for example). Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered. Preferred Education and Experience: Bachelor’s degree in project management, construction management, architecture, urban planning, or closely related field. Formal training in project management. Professional project management certification (PMP or CAPM) Pre-Employment Additional Requirements: Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check. Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment. Security clearance required: will require fingerprinting and a Colorado Bureau of Investigation (CBI) background check. Post-Employment Requirements: Successful completion of bi-annual Colorado Justice Information System (CJIS) training. Must be able to work nights and weekends on occasion as required to oversee after-hours work in occupied facilities (to limit disruption to staff and public). Work locations and facilities are subject to change based on business need.

Work is generally confined to a standard office environment.

The following are some of the physical demands commonly associated with this position. Spends 70% of the time sitting and 30% of the time either standing or walking. Occasionally lifts, carries, pulls or pushes up to 20 lbs. Occasionally uses cart, dolly, or other equipment to carry in excess of 20 lbs. Occasionally climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or work duties. Verbal and auditory capacity enabling constant interpersonal communication through automated devices, such as telephones, radios, and similar; and in public meetings and personal interactions. Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment. Visual capacity enabling constant use of computer or other work-related equipment. Definitions: Occasionally: Activity exists less than 1/3 of the time. Frequently: Activity exists between 1/3 and 2/3 of the time. Constantly: Activity exists more than 2/3 of the time.
