Affirmative Civil Enforcement (ACE) Investigator

Affirmative Civil Enforcement (ACE) Investigator Employment Type: Full-Time, Experienced Department: Legal Services We are seeking an experienced ACE Investigator with extensive knowledge and skills in investigative techniques and fraud detection to support a large federal agency initiative. Responsibilities Generate new investigations and continue ongoing investigations and civil actions involving fraud in areas such as healthcare, contracting, grants, and other federal public funds and programs. Regularly meet with ACE attorneys and designated agency personnel to generate fraud investigations. Perform ancillary investigation-related services to support assigned fraud cases. Utilize electronic databases (public records, property records, business records, government-maintained databases) to identify documents, witnesses, and physical evidence. Prepare progress reports for AUSAs and supervisory attorneys, including findings, analyses, recommendations, and assessments of strengths and weaknesses of evidence. Examine books, ledgers, payrolls, cost reports, billing statements, invoices, correspondence, computer data, and other records under investigation. Conduct sophisticated analysis of large-scale hard-copy and electronic data (healthcare claims, financial transactions, accounting records, bank records) to develop investigative leads. Gather and analyze facts (witness statements, timelines, scientific or technical data) to advance investigative objectives and build proof. Develop and analyze evidence, collect information, and perform analysis to clarify the target suspect’s or organization’s pattern of operations, identify relevant information, and recommend approaches to the investigative team. Assist ACE AUSAs with in-person or telephonic interviews, depositions, and sworn witness examinations. Assist with preparation and service of subpoenas for documents, interrogatory answers, or witness testimony related to investigations. Develop understanding of all applicable federal, state, or local laws to make sound decisions on investigation direction and scope. Assist in planning, scheduling, and conducting investigations, identifying required resources. Perform other related ACE investigator duties as assigned. Attend meetings and trainings as required. Qualifications Proficiency in MS Word, MS Excel, MS Outlook, MS Access, Adobe Acrobat Professional; experience with Relativity and document review platforms is a plus. Ability to review and interpret a wide variety of legal and non-legal documents, including motions and briefs. Strong independent thinking and ability to develop investigative strategies tailored to each case. Excellent communication skills; professional interaction with all staff levels. Ability to meet deadlines and work as a team player. Courteous and tactful interpersonal skills.
