POSITION SUMMARY:

The Child Placement Services Manager is responsible for directing the activities of professional and paraprofessional child welfare staff in one or more of a variety of service program areas.

ESSENTIAL FUNCTIONS: (includes, but is not limited to, the following)

• Coordinates activities, allocates resources, and oversees staff work by assigning scheduling, establishing priorities, and managing daily responsibilities.
• Manages staff by onboarding, coaching, and conducting training.
• Evaluate employee performance by reviewing completed assignments and assessing work methods and techniques.                                                                             
• Ensures compliance of Federal, State, and Tribal program requirements and mandates.                
• Processes and analyzes program data.
• Supervises staff to ensure the safety of children and the delivery of recommended services to families in accordance with established program guidelines.
• Performs administrative duties, including filing, maintaining records, and updating policy and procedure manuals.                                                                    

ADDITIONAL RESPONSIBILITIES: (includes, but is not limited to, the following)

• Attend meetings and trainings as required.
• Performs functions of Caseworker as needed, including transporting clients, home visits, and attending hearings.
• Maintains knowledge of current child welfare and Indian child welfare Federal, State, and Tribal policies, laws, trends, and developments.
• Consults with State and Tribal agencies and other Indian Tribes regarding child welfare services.

Immediate peers, peers in other departments, immediate supervisor manager, managers in other departments, Board of Directors, customers, outside vendors/service providers and court and law enforcement personnel.

PHYSICAL REQUIREMENTS:

Position medium with lifting of 50 pounds maximum and frequent lifting/carrying up to 25 pounds. Physical factors include constant use of hearing, smell, near/midrange/far vision, depth perception, field of vision; frequent standing, walking, sitting, driving, typing, bending; pushing/pulling, climbing, stooping, kneeling, crawling, reaching, manual handling and use of color vision. Working conditions include frequent exposure to weather, extreme heat/cold, wet/humidity, and noise and air quality. Potential hazards include frequent client contact and computer use and occasional exposure to moving mechanical parts, electric shock, exposure to chemicals, insecticides/pesticides, infectious exposure; exposure to needles/syringes and equipment.

REQUIREMENTS:

Education: Bachelor’s degree in human services or related field required. Will accept related fields in social work, psychology, sociology, criminal justice, early childhood education, political science, law enforcement, guidance/counseling, consumer business, community services, family ecology, public administration or education. Master’s degree in human services is preferred.

Experience: Minimum of four years of experience working in a State Licensed Child Placement Agency required.  

Certification/License: Must be able to successfully complete the Bureau of Children and Adult Licensing — Foster Home Certification and Complaint training; training will be provided. Must be able to successfully complete the mandatory State of Michigan — Child Welfare Training Institute’s program specific training; training will be provided. Must be able to meet mandatory State of Michigan’s program specific annual training requirements; training will be provided. Must have a valid driver’s license and be insurable by the Sault Tribe Insurance Department. Must comply with annual driver’s license review and insurability standards with the Sault Tribe Insurance Department. Will be required to undergo and successfully pass a background check. Must maintain a good moral character standing. Must comply with the Sault Tribe’s Drug-Free Workplace Policy which may include random drug tests.

Knowledge, Skills, and Abilities: Must be able to establish and maintain effective communication with subordinates, co-workers, supervisors and the general public.  Must have organizational skills and be able to plan, prioritize and manage workload to meet goals in a timely manner.  Stress management and conflict resolution skills required. Must have sound decision making abilities. Must be able to communicate effectively, verbally and in writing, in a diverse range of audiences and settings. Must have working knowledge and be able to use word processing and spreadsheet and database software. Must be able to prepare clear, concise, thorough, meaningful, and grammatically correct written reports, letters, memoranda, policy and procedure drafts and other written documents. Must be able to work in high stress environment and handle difficult situations. Must be able to travel. Must be able to establish appropriate relationships with clients.  Must be able to work with minimal supervision. Must maintain confidentiality. Must be flexible and available to work various shifts, including nights, weekends and holidays. Position on call and must be available 24 hours a day, 7 seven days a week for emergencies. Native American preferred.
