Position Purpose
Reporting to the President, the Vice President of Workforce Innovation and Economic Advancement provides leadership in coordinating the development and operation of Workforce Development and Community Education programs, leads in the implementation of new career technical education programs, and ensures the viability and integrity of career and vocational programs. The Vice President builds bridges between the college, its faculty and staff, and the business community to advance regional economic development and the college’s role in the business community. This position develops, implements, and coordinates a vision for customized training and programs that meet workforce needs, with innovation to create new programs based on labor market data and priority sectors.
Nature and Scope
The position serves as a catalyst for adult education, career technical education, economic development, and workforce innovation education, including career services, internship and apprenticeship opportunities, community education programming, and advocacy at local, regional, state, and federal levels. The Vice President expands partnerships with business, industry, government, education, and community-based partners to provide a well-trained workforce.
Key responsibilities include overseeing focused training for local sectors (healthcare, technology, nonprofit, government), professional/career training, small business and entrepreneurial development, and collaboration with senior leaders to determine vision, strategy, goals, and operating budgets for workforce programs, community education, and career technical education. The role oversees marketing, enrollment, budget, data management, and the development of new programs such as short-term vocational and workforce preparation continuing education, adult education, not-for-credit or contract education, dual enrollment, and credit for prior learning initiatives.
This position works with college and district staff to achieve division goals in alignment with the college’s mission and core values.
Key Duties and Responsibilities
- Serve as the Chief Workforce Development Officer and advisor to the President. Provide strategic vision, policy analysis, and organizational support to develop high-quality workforce development and career technical education programs and services that advance economic growth through collaborations and partnerships.
- Provide leadership in program development and enhancement, including new credit, noncredit, and not-for-credit programs, credit for prior learning, and competency-based education; explore fee-based, contract education opportunities.
- Develop plans for personnel, facilities and equipment, guiding long-range planning aligned with strategic plans and labor market data.
- Lead budgeting and fiscal accountability for workforce and community education programs, including external grant opportunities.
- Supervise administrators, staff, and faculty to create a positive, equitable learning environment and promote collaborative decision making.
- Collaborate with other senior leaders to integrate instruction, student services, and operational services to support student and employer success.
- Support economic development through partnerships with regional organizations and chambers of commerce and other stakeholders.
- Oversee community education programs and offsite educational facilities, engaging partners on development, sustainability, and community engagement.
- Develop and implement annual Workforce Innovation and Economic Advancement Program Review with qualitative and quantitative measures; recommend program needs and staffing.
- Set enrollment goals, allocate personnel, monitor indicators, and adjust programs to meet priorities.
- Collaborate to establish Business and Industry Leadership Teams and advisory boards; market and outreach for dual enrollment, adult education, and not-for-credit programs aligned with industry needs.
- Ensure compliance with Education Code, state regulations, accreditation standards, board policies, and administrative procedures; participate in policy development and accreditation readiness.
- Develop partnerships with economic development, business, industry, government, labor, and community groups for workforce programs.
- Provide leadership for apprenticeship and pre-apprenticeship programs and coordinate with faculty, staff, and administrators.
- Direct career services and internship programs, including resume/cover letter support, interview preparation, and employer engagement to facilitate student employment.
- Participate in college and district governance and committees to advance staff engagement and program quality.
- Assess current programming to strengthen employer engagement and community connections; foster diversity, equity, inclusion, accessibility, antiracism, and belonging within the division.
- Prepare and submit reports, budgets, proposals, and planning documents in line with standards.
- Support policy changes and effective communication regarding college goals and strategies.
- Participate in the selection and evaluation of division administrators, faculty, and staff; promote a culture of equal opportunity employment.
- Advise on and promote compliance with the District's Equal Employment Opportunity Plan and related diversity initiatives.
- Promote a safe work environment; ensure compliance with safety programs and training requirements.
- Performs other duties as assigned by the President.

- Extensive knowledge of current workforce development issues at regional, state, and national levels.
- Knowledge of job market trends and best practices in workforce development and training in credit, noncredit, and contract education options.
- Ability to collaborate, think strategically, and lead diverse teams with a focus on equity and inclusion.
- Knowledge of applicable laws, regulations, contracts, and compliance standards (Education Code, Title 5, OSHA, ADA, etc.).
- Understanding of employment, supervision, and evaluation principles for faculty, staff, and administrators.
- Awareness of collective bargaining in the California Community College system.
- Knowledge of shared governance and program review processes.
- Familiarity with technology and standard office software.

Education and Experience
- Commitment to diversity and inclusion, respecting diverse backgrounds of students, faculty, and staff.
- Master's degree in a related field.
- At least one year of administrative experience or equivalent leadership in a related field.
- Experience in: planning, implementing, administering, and evaluating student support programs; managing budgets; hiring and supervising faculty and staff; and promoting diversity.
