ABOUT THE ROLE:

The Department of Public Works is a 250-person department committed to providing dependable, high-quality services; developing a safe, healthy, livable environment; supporting and developing the work force; engaging the community and providing excellent customer service; and planning for a sustainable future. The Senior Engineer is a key member of the Engineering Division team at the Department of Public Works and reports to the Assistant Commissioner for Engineering/ City Engineer through a Supervising Engineer.

The Senior Engineer will work towards the goal of providing efficient operations and excellent customer service. The person in this role will be an important contributor to the Department's Large Capital Improvement programs in the areas of sewer separation, stormwater management, street and sidewalk reconstruction and other public infrastructure improvements. They will provide sound decision-making and problem solving, financial responsibility, and effective stakeholder coordination.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Manage all aspects of construction of multimillion-dollar capital project contracts, and act as the primary liaison between contractor, design consultant and City.
• Lead the project's resident engineer team, and assign tasks as required to ensure proper coverage of multi-crew construction activities.
• Oversee and inspect daily construction activities to ensure adherence to plans, specifications and contractor's contractual obligations; manage quality control & assurance.
• Make technical decisions in the field to resolve utility conflicts, surface or other issues that may arise during construction, and collaborate with the design consultant to develop construction change directives.
• Maintain detailed records and project documentation, including daily and progress reports, monitor project quantities, budget and schedule.
• Review submittals and respond to contractor's requests for information.
• Review contractor's payment requisitions and manage change orders.
• Coordinate with project stakeholders, such as residents, property owners, business owners, other DPW divisions and City departments, state and federal agencies, utility companies, and other stakeholders.
• Attend weekly project progress meeting, weekly City-wide construction meeting, and other coordination meetings, as needed.
• Review proposed private development plans within the project limits to identify potential design and construction conflicts, and coordinate with private parties to resolve the conflicts.
• Participate in design review of capital projects.
• Assist in emergency situations as required including, but not limited to, significant inclement weather events and participate in a 24 hour a day on call rotation.

MINIMUM REQUIREMENTS:

Education and Experience

• Bachelor's degree in civil engineering or related field.
• 5+ years' experience with demonstrated experience constructing (or combination of constructing and designing) multimillion-dollar infrastructure projects, multi-modal transportation projects and sewer separation projects.
• Ability to manage and administer public works construction contracts.
• Demonstrated commitment to public service.

Knowledge Skills and Abilities

• Demonstrated knowledge of construction methods for roadways, sidewalks and public utilities including adherence to plans, specifications and quality control.
• Strong understanding of civil design principles, engineering fundamentals and constructability.
• Understanding and knowledge of federal, state and local regulations applicable to public works projects.
• Ability to effectively lead complex construction and design processes and collaborate with the community.
• Demonstrated ability to work independently and manage competing priorities in a busy work environment under tight deadlines.
• Strong problem solving, decision making and mediation abilities.
• Strong interpersonal and customer service skills.
• Exceptional organization skills.
• Proficiency with a variety of computer software typical to professional office environment including Word, Excel, Teams and Zoom, OpenGov permitting software, Procore project management software, Bluebeam.
• High ethical standards and personal integrity.

PREFERRED REQUIREMENTS:

• Registered Professional Engineer
• Knowledge of municipal utility and ground surface construction standards.
• Working experience in municipal construction projects, or urban environment construction projects.
• Experience with state and municipal procurement laws and regulations.
• Knowledge and understanding of environmental laws and regulations pertaining to municipal sewer and drainage system design, construction, and operation.
• Knowledge of complete streets design principles, emphasizing accommodation for pedestrians and cyclists.
• Knowledge of state and federal accessibility requirements and experience designing and constructing accessible facilities.
• Completion of OSHA Outreach Training (10-hour card)

PHYSICAL DEMANDS : Work is primarily on site, requiring travel to and through construction zones, driving, walking, bending, squatting, reaching and stretching. Ability to access, input and retrieve information from a computer. Ability to operate office equipment including copiers, printers and scanners. Executes multiple tasks involving keyboarding, telephones, writing, bending, reaching and lifting boxes of files (up to 10 lbs.).

WORK ENVIRONMENT: Outdoors, in construction sites and congested City roadways under all weather conditions. Standard office environment, which includes fluorescent lighting and air conditioning. Busy office work environment characterized by multiple work demands from staff and customer interaction. This position may be eligible for hybrid work under the City's Telework Policy depending on operational needs.

The salary range listed in this job posting reflects the full range for this position's pay grade (Steps 1-10). New employees joining the organization are hired within the hiring range, Steps 1 through 5, with placement at the midpoint reserved for the most qualified candidates. Starting placement is based on directly related education and experience relative to the minimum qualifications of the position, required licenses or certifications, internal equity with current employees, and relevant labor market factors. Employees progress through the 10 steps over time through the City's established step and pay progression policies.
