Vice President of Finance and Administration

Serve as the college's chief finance officer and member of the President's Cabinet and Executive Council
Provide leadership and strategic direction for finance, budget, administration, operations, auxiliary services, safety and security, facilities, and administrative support across multiple campuses
Develop financial strategy, budgets, forecasts, and practices aligned with the college's vision, mission, and goals
Serve as principal financial advisor and ensure accuracy, quality, and timeliness of financial plans, budgets, and forecasts
Predict future financial challenges and opportunities and prepare the institution to address them
Assess organizational performance against annual budgets and long-term strategy
Manage the current fiscal-year budget and enable development of the next two budget years
Coordinate and analyze all college financial resources and lead transparent resource planning
Collect and analyze financial data, develop performance metrics, dashboards, and reporting
Oversee annual and long-range operating and capital financial plans
Improve systems, processes, and policies to achieve financial goals, reduce risk, and increase compliance
Benchmark operational costs and identify investments and savings
Develop strategic partnerships and enterprises to enhance revenue generation
Work with Minnesota State and legislative auditors to ensure compliance with financial reporting standards and policies
Develop and implement financial and operations policies and procedures
Direct investments and banking operations and advise leadership on long-range financial and organizational planning
Engage with Student Senates on tuition, fee, and operational matters
Advise the college foundation board and collaborate with the Foundation to secure funds
Coordinate capital and HEAPR project planning and prioritization
Direct business office, buildings and grounds, safety and security, and auxiliary services
Hire, develop, and supervise personnel within assigned areas
Lead enterprise risk management and continuity of operations planning
Manage safety and security programs, trainings, audits, inspections, claims, and workers' compensation
Direct master facilities and deferred maintenance plans and building construction, renovation, repair, and maintenance projects
Ensure compliance with ADA, OSHA, local and state building codes, and security requirements
Act as liaison to the Minnesota State Vice Chancellor of Finance and System Office
Submit long-range facility plans and oversee approved capital improvement projects
Represent the college on Minnesota State finance and facilities committees and task forces
Present financial information and analysis to legislators, media, and the public
Lead committees developing policies, procedures, and guidelines
Support accreditation, program reviews, emergency response, security delegations, and partnerships
Participate in professional organizations and perform other duties assigned by the president
Requirements
- Bachelor's degree in business administration, finance, accounting, or related area required
- Five years of progressively responsible experience as a leader in business, finance, or accounting, and supervisory leadership experience
- Demonstrated success building and maintaining partnerships with businesses, K-12, or other educational organizations, or comparable partnership experience
- Expertise in financial planning, budget development, audit management, strategic and master planning, and construction planning
- Experience using data-informed evidence and proven practices to analyze critical issues and implement solutions
- Record of leading innovation and organizational change
- High standards of honesty, integrity, trust, transparency, confidentiality, and ethical behavior
- History as a collaborative leader working with cross-functional teams to achieve institution goals
- Ability to articulate financial matters to stakeholders in understandable terms and address college-wide operational issues
- Ability to leverage enterprise technology systems to enhance operational effectiveness, data-driven decision-making, and organizational performance
- Strong communication skills and ability to interact professionally with employees at all organizational levels and internal and external constituencies
- Commitment and evidence of success in building an equitable and inclusive organization
- Preferred: Master's degree in business administration, finance, or related field
- Preferred: Certified Public Accountant certification or licensure
- Preferred: Experience working in higher education, a comprehensive community college, or another public entity
- Preferred: Experience with Workday Enterprise Management systems
- Preferred: Experience with capital planning and projects
- Preferred: Knowledge of federal, Minnesota, and local laws; Minnesota State rules, policies, procedures, and regulations; and Minnesota State Board of Trustees policies
- Preferred: Experience working in a collective bargaining environment
- Preferred: Experience with policy and procedure development
