Job Description

Under the immediate supervision of the Division Supervisor and under the general supervision of the Superintendent, perform semi-skilled and skilled labor in the maintenance, construction, repair and service work of City streets, rights-of-way, alleys, medians and storm water inlets as well as snow and ice control operations. May be assigned to any division within the Public Works Department as a substitute for individuals on vacation, sick leave, etc., or during heavy workload periods. This position is subject to emergency callouts and must be able to work both scheduled and unscheduled overtime, including nights, weekends and stand-by, as required.

Essential Functions

Technician I:

• Assists crews in performing assigned maintenance, construction, repair, and service work on City streets, rights-of-way, medians, alleys, and storm water drainage systems (inlets).
• Learns to operate a variety of equipment, machinery and tools used in department projects and activities.

Technician II:

• Independently performs assigned maintenance, construction, repair, and service work on City streets, rights-of-way, medians, alleys, and storm water drainage systems (inlets).
• Skillfully operates a variety of equipment, machinery and tools used in department projects and activities.

Technician III:

• Plans, prioritizes, reviews and manages scheduled and assigned maintenance, construction, repair, and service work on City streets, rights-of-way, medians, alleys, and storm water drainage systems (inlets).
• Leads work crews performing construction and maintenance activities; prioritizes work and determines what equipment and materials are needed to accomplish work assignments; coordinates with other city departments (as necessary) and implements preventative maintenance procedures and schedules.
• Reviews and inspects the work of assigned technicians to ensure work quality and timely completion of assigned duties and responsibilities.
• Skillfully operates a variety of equipment, machinery and tools used in department projects and activities.
• Responsible for training crew in work techniques and the proper use and maintenance of all equipment; including adherence to proper safety precautions related to all work performed.
• Responsible for evaluating activities of subordinate technicians, and provides advice, assistance, and training (as needed) to correct deficiencies.

Knowledge, Skills & Abilities

Technician I:

• Knowledge of basic math.
• Knowledge of general construction materials and practices for highway maintenance.
• Knowledge of traffic laws and rules involved in vehicle and equipment operation.
• Knowledge of safe equipment operating procedures.
• Knowledge of the methods, materials, procedures, and standard practices for highway anti-icing and de-icing and plowing operations.
• Knowledge of standard safety protocols in the performance of essential functions as well as City policies regarding safe work practices.

Technician II:

• Knowledge of basic math.
• Knowledge of the methods, materials, procedures, and standard practices of street repair, including concrete and asphalt repair, removal, and replacement.
• Knowledge of traffic laws and rules involved in vehicle and equipment operation.
• Knowledge of hazards, safety rules and precautions involving the use of heavy equipment.
• Knowledge of maintenance of traffic rules, regulations, and procedures.
• Knowledge of the methods, materials, procedures, and standard practices for highway anti-icing and de-icing and plowing operations.
• Knowledge of standard safety protocols in the performance of essential functions as well as City policies regarding safe work practices.

Technician III:

• Knowledge of principles and practices of lead supervision, training, and performance evaluation, including safety practices and related record-keeping.
• Knowledge of the methods, materials, procedures, and standard practices of street repair, including concrete and asphalt repair, removal, and replacement.
• Knowledge of asphalt and concrete mix design and specifications.
• Knowledge of the methods, materials, procedures, and standard practices of street and right-of-way maintenance, vegetation control, removal, and related duties.
• Knowledge of the methods, materials, procedures, and standard practices for highway anti-icing and de-icing and plowing operations.
• Knowledge of hazards, safety rules and precautions involving the use of heavy equipment.
• Knowledge of maintenance of traffic rules, regulations, and procedures.
• Knowledge of traffic laws and rules involved in vehicle and equipment operation.
• Knowledge of safe equipment operating procedures, inspections, and maintenance requirements
• Knowledge of lasers and levels.
• Knowledge of ADA compliance standards.
• Knowledge of standard safety protocols in the performance of essential functions as well as City policies regarding safe work practices.

Skills:

Technician I:

• Skilled in the use of equipment, machinery and hand and power tools.

Technician II:

• Skilled in the use of heavy equipment, hand, and power tools; including maintenance practices of such equipment and tools.
• Skilled in concrete forming, pouring, and finishing techniques.
• Skilled in hot mix asphalt placement and compaction techniques.

Technician III:

• Skilled in the use of all heavy equipment, hand and power tools used within the Streets Division.
• Skilled in concrete forming, pouring, and finishing techniques.
• Skilled in hot mix asphalt placement and compaction techniques
• Skilled in the use of construction measuring devices and instruments including tapes, rulers, levels and lasers.

Abilities:

Technician I:

• Ability to perform basic mathematical calculations to calculate quantities, trends, times, distances, measures and weights.
• Ability to comprehend and follow simple to complex oral and written instructions.
• Ability to understand basic road maps and City boundaries.
• Ability to assist in concrete and asphalt repair/replacement, working with heavy materials and materials at high temperatures.
• Ability to learn the operation of motor vehicles and related equipment in a skilled and safe manner and in accordance with traffic laws and regulations.
• Ability to perform work in a safe manner and report unsafe activities, conditions, and faulty equipment.
• Ability to develop and maintain effective working relationships with fellow City staff, associates, contractors and the general public.
• Ability to demonstrate proficiency in completing basic paperwork including work orders, work logs, maintenance logs and time sheets.

Technician II:
