Director of Data Management and Reporting

US Family Health Plan- A TRICARE Prime option

The Director of Data Management and Reporting is a key member of the management team responsible for the strategy, governance, and delivery of enterprise data and reporting capabilities across US Family Health Plan (USFHP). Reporting directly to the CEO, the director’s primary responsibility is the organization’s data architecture, data governance program, and enterprise reporting environment, ensuring that accurate, timely, and compliant data supports clinical and administrative operations, financial management and regulatory obligations. The director drives process improvements, optimizes resource allocation, and fosters a culture of operational excellence. Responsibilities Data Strategy and Governance Define and execute enterprise data strategy to align with the organization’s operational, clinical, and compliance objectives. Establish and chair the Data Governance Committee. Develop and enforce data stewardship policies, data dictionaries, and data quality standards across all domains (Member, Clinical, Claims, Financial, Provider). Oversee the design and evolution of the organization’s data architecture, including data warehouse, data lake, and reporting infrastructure. Lead data integration strategy across internal systems and external trading partners including the Defense Health Agency (DHA), Medecision, Conduent, and TRICARE platforms. Reporting and Analytics Lead the development and maintenance of enterprise reporting capabilities including operational dashboards. Manage SQL, SSRS, Power BI, Jaspersoft, and/or Tableau-based reporting environments to ensure reports meet accuracy, timeliness, and auditability standards. Oversee development and delivery of ad hoc data requests in support of audits, TRICARE compliance reviews, and internal program evaluations. Oversee analytics initiatives to deliver accurate, timely, and actionable insights throughout the organization. Team Leadership and Organizational Development Identify ways to support the health plan’s mission, vision, values, and goals through effective talent management, including recruiting, hiring and retention strategies, succession planning, career laddering, onboarding, training, professional development, and performance assessment and recognition for a team of data engineers, application analysts, report developers, and business systems analysts. Foster a culture of data-driven decision-making, continuous improvement, and cross-functional collaboration to attain the highest possible levels of effective performance. Possess comprehensive knowledge of health plan analytics, data lake strategy and implementation, and master data management. Ability to use data to drive insights and support strategic initiatives by implementing data management frameworks and utilize advanced analytics tools to foster a data-driven culture within the organization to optimize organizational performance. Ability to serve as a subject matter expert and thought leader on issues and provide guidance, and develop solutions for both predictable and unpredictable events or circumstances. Ability to forecast staffing requirements and patterns to support strategic growth or shifts in health plan personnel availability. Ability to ensure staffing requirements and patterns meet health plan requirements. Ability to proactively engage with direct and indirect reports, provide guidance, set expectations for meeting goals and priorities, and develop corrective action plans when goals are not met. Demonstrate clear, effective, and efficient communications, including the use of effective listening skills and constructive feedback; prepare reports and documents and utilize communication strategies to promote stakeholder understanding; plan and conduct impactful and productive business meetings. Demonstrate commitment to the highest standards of ethical responsibility, credibility, objectivity, accountability, and trustworthiness. Proactively and continually assess personal strengths and challenges and manage learning and guidance needs. Experience Required 10 or more years of progressive experience in data management, enterprise applications, or healthcare IT; three (3) or more years in a director-level or similar leadership role. Deep working knowledge of HIPAA Security Rule, HITECH, and related privacy regulations applicable to health plan operations. Proven ability to manage complex, multi-vendor application implementation programs with accountability for scope, schedule, budget, and quality. Strong background in data architecture, data governance, and enterprise reporting across relational and cloud-based platforms. Recent hands‑on experience with SQL databases and ETL knowledge. Exceptional communication skills with demonstrated ability to present technical strategy to executive and board‑level audiences. Preferred Experience with the following technologies or products: Salesforce Health Cloud, SQL, SSRS, MuleSoft or other middleware platforms. Familiarity with Medecision, Conduent, or similar care management and claim adjudication platforms. Experience with Microsoft Azure, Azure Data Lake Storage Gen2, Power BI, Databricks, or equivalent cloud data platforms. Prior experience in a dual‑reporting structure between a health plan and an MSP/MSSP or external IT service provider. Education Bachelor’s degree in Information Technology, Computer Science, Health Informatics, or a related field. Master’s degree in Health Informatics, Business Administration, or Information Systems, preferred. Additional Information Must be eligible to work in the United States. Position involves access to Department of Defense information requiring U.S. Person status (U.S. Citizen or Lawful Permanent Resident). ADP II security clearance required (United States government‑designated level of clearance). Employee must successfully obtain ADP II security clearance. Employment will be terminated if employee does not obtain ADP II security clearance. Occasional after‑hours availability required for critical system events, major releases, or federal audit support.
