MISSION STATEMENT

The Children's Network of SWFL is committed to working with the community to protect children and preserve families.

General Purpose of Job

To manage the daily operations of the adoptions unit, supervising direct service and support staff, and coordinating service delivery toward the attainment of program goals, legal requirements, and DCF contract objectives. This professional will ensure Adoption staff obtain permanency for children who are legally available for adoption by assessing pre-adoptive families through the adoption home study process and linking the children and families to services in the community, both formal (community providers) and informal (family, friends, neighbors, church, school, etc.) resources to strengthen the family while ensuring the safety of the children.

Essential Duties and Responsibilities
  • Oversee recruitment and other planned community events to bring awareness to the community about available children
  • Organize biannual general recruitment events for available children and agency approved waiting families.
  • Assign cases and related duties to staff and oversee service delivery.
  • Evaluate, coordinate, and ensure necessary services and/or treatment are provided to achieve safety, permanency, and well-being of all assigned children. Ensure assessments are completed timely; referrals are completed timely and assist Adoption staff to ensure children and families access services timely.
  • Foster relationships between family members, partners, community members, and the education system. Identify and understand what resources are available and build and maintain effective working relationships within a network of systems. Ability to network with, educate and involve community stakeholders.
  • Serve as liaison to agency and community partners including courts, GAL, DCF/CLS, case management organizations and partner families regarding adoption-related issues.
  • Review assessments and case records with adoption staff and provide consultation/direction to assure appropriateness, clarity, quality, and thoroughness.
  • Review and ensure that staff completes all documentation and reports in a professional and timely manner.
  • Supervise staff including regular individual and group staff meetings and case consultation. At a minimum meet every 30 days with Adoption staff to review 100% of assigned cases.
  • Every 90 days meet with each Adoption staff to individually assess performance, provide guidance, initiate/ review improvement plans as needed.
  • Provide support to Adoption staff dealing with crisis management; provide on-going assistance in coordinating services for clients.
  • Provide guidance to Adoption staff by coaching, motivating, training, and providing other staff development activities.
  • Develop a training / development plan with each staff member when performance indicates a need for remediation and intervention.
  • Assist with identification of staff training needs; provide and/or arrange training for new and existing staff regularly.
  • Ensure service delivery complies with contractual requirements.
  • Review and monitor case files for both internal and external quality assurance standards.
  • Create and maintain reports as needed to promote quality assurance and performance on DCF measures and legal requirements, to include the timely adoption of all children legally available and compliance with Florida Administrative Code requirements for review of recruited children and approved waiting families every (45) days.
  • Assist with practices aligned with legislative and agency mandates and goals.
  • Oversee the development of, and provide supervisor-tier approval of all adoption home studies, child studies, visitation plans, transition plans and other documents.
  • Collaborate with Adoption Specialist and other Adoption Supervisors to maintain knowledge of all approved PRIDE home studies.
  • Assure all available children are timely registered on the DCF's Web Exchange and Family Match, and each child's status is timely updated as change occurs.
  • Assist with maintenance of web-posting of children on CNSWFL's site.
  • Prepare and conduct staff performance evaluations as required, including progressive discipline when appropriate.
  • Provide documentation to Supervisor in matters of hiring and discipline but lacks the ability to unilaterally hire and terminate.
  • Maintain and generate necessary reports and paperwork in a timely manner.
  • Conduct direct casework in the absence of adoption staff.
  • Participate in the quality improvement process.
  • Participate in staffings and meetings with other Supervisors, administrators and outside agencies.
  • Collect, analyze, and report data in area of supervision.
  • Treat all clients, co-workers and colleagues with courtesy, respect, and dignity.
  • Adhere to safety standards in the workplace.
  • Advise Supervisor of significant events and pertinent issues.
  • Consult with Supervisor regarding challenging issues.
  • Conduct oneself in a professional manner at all times.
  • Must be available to staff, families, and management after hours and weekends in the event of crises or an emergency.
  • Display understanding of, and sensitivity to, service population's cultural and socioeconomic characteristics.
  • Other duties may be assigned as special projects may be requested.
Working Hours

CNSWFL's work week is Monday through Friday, 40 hours per week. Your Supervisor will advise you of your work hours; however, business office hours are 8:00 am to 5:00 pm.

Travel

Travel in and outside of Circuit 20 is required. Must attend annual WWK Summit that is hosted in another state, as well as any other required training.


Training

All Certified Child Welfare Professionals must complete twenty (20) hours of pertinent in-service training on an annual basis. Must participate in at least one adoption or child welfare related conference annually.

Supervisory Responsibilities

This position is responsible for providing direct supervision of the Adoption staff.


Education and Experience
  • Bachelor's degree from an accredited college or university in Human Services or other related field
    • Official transcripts are a mandatory requirement
  • A minimum of two (2) years of child welfare related experience; and
  • Current Child Welfare Certification or eligibility upon hire; and
  • Prior supervisory experience preferred
  • Adoption Competency Training; preferred or must have the ability to complete within one year of hire.
  • Motivational Interviewing Training; preferred or must have the ability to complete within three months of hire.
  • Trust-Based Relational Intervention Training; preferred or must have the ability to complete within three months of hire.
  • Ability to establish and maintain positive working relationships is a must
Other Qualifications
  • Must have knowledge of child welfare, statutes, rules, policies and procedures, protocols and processes.
  • Able to use the statewide integrated child welfare system and ASK.
  • Ability to work as a team member
  • Excellent organizational, communication and computer skills
  • Ability to work flexible hours
  • Sensitivity to the cultural and socioeconomic characteristics of the agency's staff and clients
  • Adherence to professional ethics
  • Ability to observe and assess staff's abilities in interacting appropriately and effectively with families, children, community resources, service providers, and other professionals
Skills and Abilities

Must be able to operate standard modern office machinery, including fax, telephone, calculator, computer, scanner, printer, and copier. Must be competent with Microsoft Office Suite programs, including Word, Excel, and Outlook. Must be competent with basic e-mail protocol and procedures including sending, receiving, replying, attachments, and meeting scheduling, excellent written and oral communication skill. Must abide by the highest standards of confidentiality.

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top managers, public groups, and/or boards of directors.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent, to draw and interpret bar graphs.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
