1221 N. 21st Ave Phoenix, AZ 85009 Posting Details Salary: $88,500.00 - $98,500.00 Anticipated Salary: $93,500.00 This position is eligible for a $4,000 hiring incentive Grade: 26 Closing Date: August 24, 2026 Job Summary Manages highway ITS construction projects and local ITS. Administers highway construction contracts, including determining acceptability of materials furnished and work performed. Documents contract supplemental agreements, with approval authority up to $200,000. Represents ADOT to employees, consultants, contractors, other agencies, and the public. Ensures that ADOT, consultant and contractor employees comply with all applicable safety and environmental standards. Supervises a field office's staff, consisting of project supervisors, team leaders, field inspectors, office technicians and consultants, including hiring, scheduling and assigning training and work, performance appraisals and promotions and other personnel actions, and disciplinary actions. Manages a field office's budget, vehicle fleet, information technology equipment, other fixed assets and expendables. This meets the requirements of ARS 41-771.8.2. Leaders are accountable, transparent, and communicative as they foster an inclusive, diverse, and safe environment. Job Duties Evaluate progress of highway construction projects. Review material sampling and testing project inspection and contract payments. Confer with internal and external agencies to resolve conflicts at lowest level possible, escalating as needed. Write, track and implement contract supplemental agreements as needed. Ensure that contractor complies with all applicable safety and environmental standards Research, analyze, interpret, recommend changes to, and implement highway construction standards and procedures, including standard specifications and drawings, project plans and special provisions relevant safety, environmental, and local-government standards, and highway construction materials, equipment and standard practices. Participate in and represent the field office, district, division and ADOT in meetings, conferences, seminars and other information-presentation, problem-solving and/or decision-making sessions. Supervise a field office's staff including hiring, scheduling and assigning training and work, safety, performance appraisals and counselling, promotions and other personnel actions, and disciplinary actions. Manage a field office's budget, vehicle fleet. information technology equipment, other fixed assets and expendables. Knowledge Of Knowledge, Skills & Abilities (KSAs): Principles and practices of civil engineering applied to construction of the state highway system. Federal, State, ADOT and relevant local standards pertaining to highway construction, environmental protection, public relations, safety, personnel supervision, procurement, vehicle operation and fixed- Asset management. Relevant computer applications, including but not limited to: Pen, CPE, SATS, Contract Card, Price Adjustment, and Microsoft Outlook, Explorer, Word, Excel, Access and PowerPoint. Google Platform Knowledge. Skill In Research, analysis, and interpretation of a wide range of highly technical highway construction standards and procedures. Development and implementation of appropriate field office priorities and procedures related to highway construction material sampling and testing, project inspection, and contract administration. Verbal and written communication. Work management and leadership. Ability To Safely drive a full-size pickup truck on- and off-road. Work outdoors for extended time, exposed to heat, cold, dust and noise. Resolve conflicts in project time, quality and expense. Maintain professional, productive interpersonal relations with all highway construction partners and stakeholders. Ability to coach and develop employees, including continuous improvement practices and principles. Selective Preference(s) Masters degree in Civil Engineering, Public or Business Administration or other field closely related to ADOT highway construction contract administration. Pre-Employment Requirements Social Science degree in Civil Engineering or other field closely related to highway construction. Candidates will be required to meet registration requirements set forth by the Arizona Technical Board of Registration and attain an Arizona PE from the Board within 6 months of employment start date. Two years of experience equivalent to a OT Transportation Engineer I. Valid Arizona Driver's License - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
