PROGRAM ANALYST

Summary You will serve as a PROGRAM ANALYST in the HEADQUARTERS US INDO-PACIFIC COMMAND. Responsibilities You will serve as the SIF financial advisor to the J7 Director of Staff, who provides broad administrative direction in terms of general concept planning, long-term objectives, and overall mission execution requirements. You will serve as program analyst charged with responsibility for combatant command (CCMD) staff planning, programming, budgeting, execution, and analysis functions. You will provide leadership, guidance, and execution oversight, and serves as the Command primary point of contact for the financial planning, management, and execution of US PACOM allocated Defense Wide JTEEP SIF funds. You will play a key role in developing new policies and procedures for executing US PACOM JETP funds, as well as refining these policies and procedures. Requirements Conditions of Employment Qualifications GS-13: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must include duties related to the following: 1) Independently directing the planning, programming, budgeting, and execution (PPBE) for highly complex, multi-million dollar federal or defense programs (such as large-scale training and exercise budgets); 2) Developing and implementing financial policies, execution strategies, and long-range resource plans (such as 5-year Program Objective Memorandum (POM) submissions and Mid-Year Reviews); 3) Serving as the primary financial authority and representative to negotiate, justify, and defend program budget requirements to senior leadership and higher headquarters (e.g., Joint Staff, Service Headquarters); 4) Analyzing unprecedented financial variances and overseeing the distribution, reconciliation, and management of program funds across multiple subordinate commands or agencies using systems like DAI and joint investment databases. GS-12: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must include duties related to the following: 1) Assisting in the execution of federal or defense budgets utilizing the Planning, Programming, Budgeting, and Execution (PPBE) process; 2) Operating federal accounting and financial systems (such as the Defense Accounting Initiative (DAI) or equivalent) to run reports, track allocations, and process funding documents (e.g., MIPRs); 3) Applying Financial Management Regulations (FMR) and fiscal law to monitor accounts, reconcile routine budget variances, and compile recurring financial reports (such as monthly execution reports); 4) Coordinating financial requirements and execution data with internal directorates, component commands, or external stakeholders under the guidance of a senior analyst.
