Administrative Officer

Summary You will serve as a Administrative Officer, an integral member of the management team, providing a wide range of administrative services, advice, and counsel for a complex organization within the Fish and Wildlife Service. You may be required to travel overnight away from home up to 1-2 nights per month. You must obtain a government charge card for travel purposes. Learn more about this agency Duties Help Some of the major duties you will perform include but are not limited to the following:
- Manage budget planning, execution, and financial analysis to ensure effective resource allocation and compliance with fiscal policies.
- Serve as the primary financial advisor and liaison, providing budget guidance, monitoring agreements, and supporting financial reporting and audits.
- Advise leadership on administrative operations, resource management, and organizational support to improve efficiency and meet mission requirements.
- Analyze administrative processes and policies, recommend operational improvements, and ensure compliance with Department and agency guidance.
- Manage procurement activities, including acquisition planning, market research, contract documentation, and compliance with financial and procurement regulations.
- Oversee property and records management by maintaining accountable assets, ensuring regulatory compliance, and administering records retention and disposal.
- Advise managers and employees on human resources policies, personnel actions, workforce planning, and employee relations while coordinating with servicing HR offices.
- Manage HR administrative processes, including personnel documentation, travel and payroll coordination, training support, and compliance with federal policies and regulations.

- Specialized Experience Requirement: you must possess at least one full year of specialized experience equivalent to the GS-05 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: Assisting with a wide variety of administrative duties such as correspondence, special projects, coordinating schedules, and developing internal office processes AND executing administrative functions to include time and attendance tasks such as leave and other payroll items to ensure labor reporting accuracy. You must include hours per week worked. -OR-
- Education: Successful completion of at least 1 full year of graduate level education. You must include transcripts. -OR-
- Superior Academic Achievement (SAA): Successfully completed a bachelor's degree in a directly related field AND meet one of the following: (1) Class Standing: rank in the upper 3rd of the graduating class in the college, university, or major subdivision, based on the completed courses; OR (2) Grade-Point Average (GPA): earn a GPA of (a) 3.0 or higher out of a possible 4.0 ("B" or better) based on 4 years of education, or based on courses completed during the final 2 years of the curriculum -or- (b) 3.5 or higher out of a possible 4.0 ("B" or better) based on the average of the required courses completed in the major field, or the required courses completed during the final two years. Note: GPA will be rounded to one decimal place, for example, 2.95 = 3.0, 2.94 = 2.9; OR (3) Membership in a National Scholastic Honor Society. -OR-
- Combination of education and experience . To combine education and experience, first take the amount of graduate level education semester hours completed and then divide by 18. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include hours per week and transcripts.
- Specialized Experience Requirement: you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: providing a wide variety of administrative services to enable efficient operation of a business or program office; analyzing work functions and processes and identifying process improvements; planning and coordinating budget and financial plans and operations; or developing and formulating alternative solutions to administrative matters. You must include hours per week worked. -OR-
- Education: Successful completion of at least 2 full years of graduate level education or LL.B. or J.D., if related. -OR-
- Combination of education and experience . To combine education and experience, first take the amount of graduate level education beyond the first year and then divide by 18. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include hours per week and transcripts.
