Environmental Specialist

Qualified SWPPP Developer (QSD)BKF Engineers is seeking an experienced Qualified SWPPP Developer (QSD) to support construction-phase environmental compliance services throughout California. The ideal candidate will have approximately 8+ years of experience managing stormwater compliance programs, conducting construction inspections, implementing Storm Water Pollution Prevention Plans (SWPPPs), coordinating with contractors and agency personnel, and serving as a trusted advisor to project teams. This position will play a key role in helping clients maintain compliance with California's Construction General Permit while supporting BKF's multidisciplinary transportation, municipal, utility, and infrastructure projects.Responsibilities include:Serve as the designated QSD & QSP for construction projects in accordance with California Construction General Permit requirementsConduct routine and rain event inspections, site assessments, and compliance auditsImplement and oversee SWPPP requirements, BMPs, erosion and sediment control measures, and corrective actionsReview project sites for permit compliance and identify potential environmental risksCoordinate with contractors, construction managers, regulatory agencies, and client representatives to resolve stormwater compliance issuesPrepare inspection reports, corrective action reports, sampling records, rainfall documentation, and regulatory correspondencePerform stormwater monitoring, sampling, data management, and QA/QC review of field documentationAssist in the preparation, review, and amendment of SWPPPs and Permit Registration Documents (PRDs)Provide technical support related to dewatering activities, spill prevention planning, hazardous materials management, and environmental compliance during constructionSupport proposal development, scope preparation, cost estimating, and project pursuitsMentor and train junior inspectors and environmental compliance staffCollaborate with BKF project managers, engineers, and environmental specialists
