A reasonable estimate of the current range is $33.43-$40.83 per hour.Position SummaryThe Procurement & Contract Specialist is responsible for supporting organizational purchasing, vendor management, and contract administration functions. This role ensures compliance with regulatory requirements, organizational policies, and funding guidelines, with a strong emphasis on Federally Qualified Health Center (FQHC) operations. The position requires a detail-oriented professional with demonstrated experience in procurement, contracting, and healthcare-related compliance.Limited Term 12 MonthsKey ResponsibilitiesProcurement & PurchasingManage end-to-end procurement processes, including requisitions, vendor selection, price analysis, and purchase order issuanceEnsure cost-effective purchasing while maintaining quality and compliance standardsDevelop and maintain vendor relationships and performance tracking systemsSupport competitive bidding processes (RFPs, RFQs, IFBs) as neededContract ManagementDraft, review, negotiate, and manage contracts, agreements, and amendmentsMaintain a centralized contract repository and tracking system for key milestones and renewalsEnsure contracts comply with federal, state, and local regulations, including FQHC requirementsCollaborate with legal, finance, and operational leaders to align contract terms with organizational needsCompliance & Risk ManagementEnsure adherence to applicable procurement standards, including grant and federal funding requirements (e.g., Uniform Guidance)Support audit readiness and documentation for internal and external reviewsIdentify and mitigate contractual and procurement risksCross-Functional CollaborationPartner with department leaders to understand procurement needs and provide strategic guidanceTrain staff on procurement policies and contract processes as neededServe as a subject matter expert on procurement and contracting best practices within an FQHC environmentFinancial CoordinationWork closely with Finance/AP to reconcile invoices and resolve discrepanciesMonitor spending against budgets and identify cost-saving opportunitiesAssist with cost analysis and reportingInventory & Operational SupportCoordinate with departments to forecast purchasing needsMonitor inventory levels and reorder as necessary (if applicable)Ensure timely delivery of critical suppliesParticipate in internal quality improvement teams. Works with team members proactively to drive quality improvement initiatives in accordance with the mission and strategic goals for the organization, federal and state laws and regulations, and accreditation standards.Compliance with all state and federal laws and regulations, as they pertain to position including; HIPAA, sexual harassment, scope of practice, OSHA, etc.Other duties as assigned.Support equitable procurement practices, including engagement of community-based, minority-owned, and Indigenous vendors where feasible.Develop reporting tools and dashboards to track procurement activity, contract status, and compliance metricIntegration with Clinical Operations. Partner with clinical and enabling service leaders to ensure procurement supports integrated care delivery.Skills & CompetenciesStrong negotiation and analytical skillsHigh attention to detail and organizational abilityAbility to manage multiple priorities and deadlinesExcellent written and verbal communication skillsSound judgment and problem-solving capabilitiesMinimum QualificationsBachelor’s degree in business administration, Healthcare Administration, Supply Chain Management, or related field (or equivalent experience)Minimum of 3 years of experience in procurement and/or contract managementDemonstrated experience working within a healthcare setting, preferably an FQHCStrong knowledge of federal and state procurement regulations and grant compliance requirementsExperience managing vendor contracts and competitive solicitation processesPreferred QualificationsExperience in a Federally Qualified Health Center (FQHC), Urban Indian Organization (UIO), or similarly regulated healthcare environmentFamiliarity with IHS, HRSA requirements and Uniform Guidance (2 CFR Part 200)Professional certification (e.g., CPSM, CPCM, or equivalent)Please Note: This position may be grant funded.
