StepStone Family & Youth Services Overview The Licensing Specialist is responsible for recruiting Foster/Adoptive Parents, developing territories, increasing target populations, creating sales plans, building rapport with potential candidates, and raising community awareness of the need for caregivers. The Specialist also manages caregiver initial state licensing, recertification/approval of licenses, and oversees the facilitation, logging, and tracking of all caregiver training. Responsibilities Coordinate and engage in recruitment and awareness activities to attract prospective foster/adoptive parents and build community awareness. Develop and implement proactive, strategic recruitment plans to attract and certify qualified candidates, maintaining a pipeline of active and passive candidates for future training and certification. Respond to foster parent inquiries within 24 hours via phone. Develop strategies to support general, targeted, and child‑specific recruitment and marketing. Understand and follow all agency and state licensing requirements, ensuring foster parents’ compliance with regulations. Assist with and complete the certification process for foster parents, including required documentation. Conduct parent interviews, background checks, and home inspections to evaluate suitability, safety, and well‑being of youth placed in the homes. Maintain foster parent files in compliance with agency and state regulations. Assist in the placement process and match youth with foster parents based on youth needs and family strengths. Maintain professional boundaries, conduct, confidentiality, and comply with governmental laws, agency policy, and licensure ethics. Attend all required company meetings and community meetings to collaborate with referral sources and community providers. Support all members of the treatment team, ensuring needs are met and placement stability. Ensure safety and well‑being of all youth in care by observing signs of abuse or neglect. Travel to affiliate locations; frequent travel for recruitment events required. Participate in the implementation of Corrective Action Plans for foster parents with program supervisor. Respect each family and youth’s cultural background, heritage, and identity. Conduct monthly foster parent record reviews (25% each month). Hold monthly foster parent meetings and trainings. Visit children in home at least once monthly, as needed. Create and maintain child files and complete monthly reports for each child, as needed. Qualifications Bachelor’s degree from an accredited college or university in social work, psychology, childhood education, counseling, or related human services field. Minimum of one year of work experience in a child‑placing agency, Department of Family and Children Services, or nonprofit agency. One to two years of experience in resource development, foster parent recruitment, and retention preferred. One year of marketing, fundraising, and event coordination preferred. One to five years of full‑cycle recruiting experience in a fast‑paced, professional environment preferred. Completion of Tier 1 and Tier 2 State Assessor training and maintenance of Assessor certification. Strong recruiting mentality and understanding of the recruiting lifecycle from sourcing to placement. Knowledge of recruiting strategies, including social media platforms. Strong attention to detail, highly organized, energetic, positive, and encouraging attitude. Effective at cold calling and transforming candidates into licensed caregivers. Client‑focused with independent judgment in problem solving and strong interpersonal skills. Strong project management, new business development, and client retention skills essential. Documented track record of achieving targeted objectives required. Critical thinking skills, intellectual curiosity, and sound business judgment.
