POSITION OBJECTIVE:

The Project Manager – Civil Construction is responsible for supporting the successful delivery of assigned civil construction projects by ensuring work is performed safely, efficiently, on schedule, within budget, and in compliance with all applicable contract requirements, company policies, and regulatory standards. This position manages projects involving civil infrastructure, including earthwork, utilities, roadway, site development, and related scopes, and serves as a key point of coordination between owners, designers, subcontractors, and internal teams throughout the project lifecycle.

Required Skills & Knowledge:

•Strong leadership and supervisory skills appropriate to managing civil construction project teams including ability to lead, mentor, and develop project team members.

•Excellent interpersonal and communication skills with a focus on collaboration and customer service.

•Strong organizational skills, including time management, prioritization, and attention to detail.

•Strong knowledge of Tribal and Federal Safety requirements.

•Familiarity with civil construction quality control practices, safety programs, and regulatory compliance requirements.

•Working knowledge of civil construction project delivery principles, including cost control, scheduling, procurement, and risk management.

•Proficiency with industry-standard project management software, tools, and systems relevant to civil construction projects.

•Ability to read, interpret, and apply civil plans, specifications, and contract documents.

Education and Experience:

•Bachelor’s degree in construction management, engineering, or a related field required.

•Minimum of three (3) to five (5) years of relevant civil construction project management experience.

Experience managing government, federal, municipal, tribal, or other public-sector civil construction projects required.

Preferred Skills and Knowledge:

• Experience working in union and/or tribal contracting environments.

• Experience managing self-performed and subcontracted civil construction work.

• Strong analytical, problem-solving, and decision-making skills.

Essential Functions of the Job:

• Plans, organizes, and supports assigned civil construction projects from preconstruction through closeout.

• Develops, monitors, and manages project budgets, schedules, forecasts, and resource allocations.

• Prepares and administers subcontract and purchase order agreements and coordinates scopes of work.

• Manages change orders, including preparation, negotiation, documentation, and implementation.

• Coordinates with superintendents, field staff, subcontractors, inspectors, engineers, and owners.

• Communicates project objectives, schedules, and performance expectations clearly and effectively.

• Prepares, reviews, and maintains accurate project documentation, reports, and records.

• Participates in risk assessments and supports implementation of risk mitigation strategies.

• Ensures compliance with applicable safety, quality, environmental, contract, and regulatory requirements.

• Represents the company in project meetings and serves as a primary project liaison.

• Participates in meetings, inspections, audits, and project reviews as required.

• Performs other duties as assigned.

Supervisory Responsibilities:

• Assists with onboarding, training, and development of project staff.

• Provides oversight and direction to project team members and superintendents as assigned.

Work Environment:

This position operates in a professional office environment and may also operate on active construction jobsites. The role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. While performing the duties of this job, the employee may be exposed to fumes or airborne particles, moving mechanical parts, vibration, extreme weather conditions, and varying noise levels.

Travel Requirements:

• Daily travel to designated work sites required.

• Occasional travel to meetings, trainings, workshops, or conferences.
