The Washington State Department of Corrections (DOC) is seeking highly motivated and talented individual for the position of a Construction Maintenance Projects Supervisor at the Washington Corrections Center (WCC) in Shelton, Washington.


The Washington Corrections Center is a Reception and Diagnostic Center. The facility is a close-custody facility with the primary responsibility to process, test, and classify all adult male felons sentenced to prison in Washington State. The facility has seven living units and houses 1,700 incarcerated individuals. There are about 500 incarcerated individuals screened and assessed each month. WCC is also the major hub for transfer of incarcerated individuals to and from facilities throughout the state.

Duties
At the Washington Corrections Center (WCC - an adult male facility) this position, under the direction of the Plant Manager 3, plans, directs and performs skilled construction and maintenance work such as; Inspections, diagnostics, servicing, installation, and corrective maintenance on; Plant equipment and systems (water distribution/production/treatment), irrigation, plumbing, buildings, structure floor systems, wall systems, doors, windows, roofs, grounds, roads, pathways, fencing and related facilities.

Schedule, direct, coordinate and supervise a region maintenance crew in the various phases of new construction and facility maintenance, including performance of the following tasks;
  • Supervise (2) Plumber/Pipefitter/Steamfitter Supervisor.
  • Supervise a crew engaged in construction and repair of buildings and other structures, roads, pathways, walks, fences and other related needs of the facility.
  • Ensure completion of all evaluations in the time frame allowed, monitor and direct staff to ensure compliance with all required training and work assigned.
  • Provide on-site inspection of buildings, grounds equipment and fixtures to determine need for maintenance or repair.
  • Prepare preliminary cost estimates and projections for assigned tasks or projects.
  • Order sufficient required materials to accomplish assigned priority.
  • Use current WCC procedures to hire and train incarcerated individual (I/I) workers as needed.
  • Conduct daily tool crib inspections as assigned. Responsible for general housekeeping and maintaining a safe work environment for all maintenance areas surrounding buildings.
  • Act as on-site project coordinator; head, direct and train work crews in construction and maintenance projects.
Teach (I/I) work crews maintenance tasks associated with plant equipment and systems incorporating the following tasks;
  • Train (I/I) workers to maintain/construct plant equipment and systems, buildings and structures, roads pathways, walks and fences, construction methods, preventative maintenance methods, how to read and reference mechanical books and parts information, how to use personal protective gear, proper flammable toxic and caustic material (FTCM) logging, storage and handling procedures, tool control and proper safety handling and practices.
  • Maintenance tasks including planning, directing, supervising and inspecting (I/I)'s crews in the performance of maintenance tasks associated with the installation, preventative and corrective maintenance and altering plant equipment and systems as well as construction projects to include welding, carpentry and painting.
  • Responsible for scheduling and executing tasks accomplished on repair work orders in a timely manner according to priority.
  • Submit appropriate accident injury reports as needed.
Responsible for creating, implementing, maintaining preventative maintenance plan and tracking preventative maintenance tasks for plant equipment and systems, buildings, grounds, equipment, roofs, fencing, fire safety equipment, tool crib tools and safety equipment, possessing knowledge and capabilities in the following:
  • Perform work in installation, maintenance, and repair of plumbing, electrical, steam, heating, domestic and irrigation water pump systems, sewage and other systems and equipment.
  • Operate and maintain Class A and B equipment in the maintenance of all types of facilities; welds, utilizing both arc and gas welders.
  • Operate and perform the required collection of refuse.
  • Schedule the movement and use of equipment to and from projection locations, transport materials and equipment to project locations.
  • Facilitate WCC recycling program.
  • Operate vehicles in the absence of the truck driver (2), to include garbage truck, dump truck, and other institution vehicles.
  • Maintain/update Material Safety and Data Sheets (MSDS-SDS) for all chemicals stored in assigned FTCM lockers, and proper marking, storage and logging procedures.
  • Obtain bids and/or quotes and purchase materials.
  • Research and order parts/supplies adhering to contract purchasing regulations.
  • Maintain part and supply inventory required for work institution inventory.
  • Adhere to agency and institution rules, regulations, policies, as well as safety, security and maintenance procedures.
  • Supervise and coordinate snow removal operations for WCC.
  • May perform other related work and duties as required and provide relief to other positions as assigned.
Qualifications
Required Qualifications:

Possess a valid driver's license.

High School Diploma or equivalent (GED)

Four years of experience in construction or building maintenance work or journey-level work in one of the building trades.

Preferred Qualifications:

Skills in maintaining and building structures, buildings, plant maintenance of all types. Ability to work with all hand tools and powered tools.

Special Requirements/Conditions of Employment:
  • Maintain regular and reliable attendance.
  • Complete a felony disclosure form prior to employment and submit to a criminal background check.
  • Successfully complete, within mandated timeframes, employee orientation and all other mandatory annual, in-service and other required training.
  • Provide physical residential address and home telephone number to the Department of Corrections.
  • Become familiar and comply with all department policies and procedures, and Collective Bargaining Agreements as applicable.
  • Submit to drug testing in accordance with the Collective Bargaining Agreement and agency policy.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.


Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.


Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.


Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
