Job Description:\n\nBOROUGH OF CHAMBERSBURG\nPOSITION OPENING\nCLASSIFICATION: Generating Station Mechanic C (GSM-C)\nGRADE: Bargaining, Grade 5\nRATE OF PAY: $28.08 per hour\nPLACE OF WORK: Primarily Generation Facilities\nHOURS OF WORK: General hours 7:00 AM – 3:00 PM\n\nPOSITION SUMMARY\nResponsible for assisting in the maintenance, efficient operation, and productivity of the large dual fueled diesel engine/generator sets and auxiliary equipment. Follow and recommend maintenance schedules, perform routine scheduled maintenance according to manufacturers’ specifications, and accordingly log maintenance work in detail. Work involves overseeing and maintaining the well-being of the Borough’s generating stations along with related functions within the Borough’s 8 substations and operations center under the guidance of higher classified Generation Station Mechanics and direct supervision of the Electric Supply Supervisor and Assistant Supervisor.\n\nESSENTIAL FUNCTIONS OF JOB\nReasonable accommodations may be made to enable individuals with disabilities to perform these essential functions. The incumbent must be able to perform the essential functions of this position, with or without an accommodation.\n\n Assist in evaluating priorities, analyze equipment malfunctions, examine (internally, if necessary), diagnose, and perform repairs. Advise of perceived needs to schedule repair work;\n Assist in various repair operations to motors, etc. Check working procedures as they relate to safety, scheduling, general rules, etc. Follow progress of jobs and report perceived inadequacies to superiors. Generally, assist maintenance personnel in the solution of problems;\n Apprentice GSM-C is expected to further competency through training, communicate effectively, and help with maintenance repairs to ensure high levels of reliable equipment performance.\n Use special purpose tools required for engines and generators, standard mechanic tools, while growing in proficiency in the areas of welding and cutting equipment, various portable power tools, etc.; use various engine and mechanical test equipment to assist in diagnosis;\n Communicates with more senior Generation Station Mechanics and ultimately supervision the actions taken and results of engine or auxiliary equipment maintenance and repair work;\n Develop familiarity with performing minor machine work involving use of small lathe, drill press, and related machine shop equipment;\n Assist maintenance personnel in cleaning machinery. Perform preventive maintenance such as greasing and oiling;\n Maintain diesel engines and associated equipment including generator, fuel storage and delivery facilities, cooling tower, auxiliary equipment, and generating station buildings;\n Perform routine data recording and maintain logs required by various governmental agencies (DEP, EPA, etc.). Help maintain parts and supplies inventory records as directed;\n Assist with cleaning, tuning, and adjusting engine and devices per manufacturer or other recommendations;\n Must become trained in ability to assess exhaust emissions. Verify condition/quality of exhaust emissions as needed during operation.\n Learn and perform engine start, synchronization, loading, and shutdown procedures for maintenance, repair, and normal operations purposes;\n\nTHIS POSITION IS DESIGNATED AS A SAFETY-SENSITIVE POSITION.\n\n Must attend formal training program(s) in operations, repair, and maintenance of diesel engines. Increase knowledge through Fairbanks Morse, Wärtsilä, and other applicable training sessions along with on-the-job training;\n Must obtain, read, and interpret manufacturers and other manuals and instructions to diagnose and perform basic repairs and adjustments to equipment;\n Must discuss troubles with more experienced mechanics and equipment operators. Assist in maintaining proper equipment stocks including inventory control. Recommend needed parts, tools, and help obtain them when necessary or as directed;\n\n Assist with evaluating priorities, analyze equipment malfunctions, and examine (internally, if necessary);\n Detect and report any unusual conditions. Responsible for maintaining work areas and tools in proper safe conditions. Abide by all electric department and Borough safety rules and memorandums of policy relating to power plant operations and other job tasks. Observe safety regulations;\n Perform maintenance of power plant and substation facilities as directed;\n Must operate Borough generation assets. Be knowledgeable about normal operation to recognize problems to take appropriate remedial action. Perform all logging;\n Safely operate Borough vehicles and equipment as needed to perform duties including trucks, plow, aerial man lift, forklift, loader, etc.;\n Perform other related duties as assigned, directed, or within the scope of responsibilities, abilities, and training level to include, but not limited to, general facility maintenance, unloading/loading shipments, mowing grass, snow removal, and assisting other department personnel with their tasks.\n\nREQUIRED COMPETENCIES (KNOWLEDGE, SKILLS, AND ABILITIES)\n\n Must be knowledgeable about operation to perform all duties as Generation Operator as assigned;\n Must have strong mechanical and associated electrical aptitudes that over time can be developed into a more advanced knowledge of engines, engine control, and associated auxiliary systems for power generation. Must work to progress through higher levels of GSM;\n Must be able to work in elevated, confined, greasy, dirty, hot, and noisy areas for extended periods with appropriate personal protective equipment;\n\n Ability to establish and maintain effective working relationships with department employees, other Borough officials, contractors, and the general public;\n Ability to perform maintenance and operational adjustment procedures for electric equipment.\n Working knowledge of electrical and pilot operated control systems;\n Basic computer skills to work with email, Microsoft program logging, and system operational software.\n Ability to perform a variety of the operations and repair work on electric department related equipment;\n Ability to read and interpret gauges, recording devices, and other monitoring equipment reflecting electric department and generation operations;\n Ability to identify when unusual operating problems occur;\n Ability to perform heavy physical labor;\n Good judgment; good physical condition to complete all job tasks;\n Must maintain safe work practices and safety regulations;\n Must maintain work areas and tools in proper conditions and according to approved safety practices.\n Must understand and carry out verbal and written instructions successfully;\n Must have basic principles and practices of electric department operations;\n Must continue to build upon existing knowledge base in all aspects of the job. Progression to higher level jobs and responsibilities as part of the team is expected;\n Must possess good communication, interpersonal and customer service skills to communicate effectively in a professional manner with co-workers and the general public;\n Must be able to comprehend, read, write, and speak, the English language in an understandable manner in order to carry out essential functions of job;\n Must detect and report any unusual conditions to supervisors or applicable authorities;\n Must be available for call-out during emergencies, stand-by duty, overtime and to work various, possibly unusual shifts, weekends, evening, and holidays when needed/assigned.\n\nQUALIFICATIONS\nEducation:\n\n High school diploma or equivalent.\n Requires a basic knowledge of power plant equipment, diesel engines, and the use of manuals, charts, specifications, and precision measuring instruments. Training generally applicable to auxiliary equipment used to support diesel engine operation, PLCs, computers, welding, etc. is preferable. Acceptable level of formal diesel mechanic technical schooling required. Equivalent to 1 to 3 years of applied training.\n\nExperience:\n\n Minimum of one (1) year of applicable work experience.\n\nOr any equivalent combination of experience and training which provides the required knowledge, skills and abilities.\nPOSITION PROGRESSION\nThrough experience and training, work to develop moderate level abilities in working with all applicable engine maintenance tasks, tools, software programs, and job duties in order to achieve advancement to GSM-B.\nWORK AUTHORIZATION/SECURITY CLEARANCES\nMust be legally authorized to work in the United States and maintain required clearances to hold a position at the Chambersburg Borough.\nADDITIONAL ELIGIBILITY REQUIREMENTS\nMust reside within forty-five (45) driving miles of the corporate limits of the Borough of Chambersburg within one (1) year of the hire date as their bona fide primary residence, and continue to reside within that area while employed.\nIncumbent must have and maintain a valid motor vehicles license, three (3) years clean driving history, and be insurable in the independent opinion of the Borough's motor vehicle insurance underwriter.\nIn compliance with the Americans with Disabilities Act, the Employer will provide reasonable accommodations to qualified individuals with disabilities and encourages both prospective employees and incumbents to discuss potential accommodations with the Employer.\nWORK ENVIRONMENT\nThe work environment characteristics described here are representative of those the employee encounters while performing the essential functions of this position.
