Housing Policy Manager

HLC is currently leading on three major code-related policy changes that would be supported by the position: Chairing the single stair technical advisory group created by a February executive order (with recommendations due in February 2027). From there, BBRS would need to take up those recommendations as part of their broader building code discussion in the summer/fall of 2027. Introducing a code change amendment to change the definition of high-rise buildings to meet the national standard and make 6-8 story buildings more feasible. HLC plans to introduce a code change proposal in September 2026, with consideration and approvals occurring in the winter and summer of 2027. Introducing several related code change amendments to make it more feasible to build small multifamily developments like triple-deckers. This support would include: All code related research, cost assessment, recommendation drafting, and material creation for official meetings Preparing briefs for EOHLC Secretary on any code related policy development.
