Submarine Combat System Test and Evaluation Analyst

If so, we’re looking for someone like you to join our team as a Submarine Test and Evaluation Analyst for the Signal and Systems Analysis Group (FPS/KTA). We seek a dynamic, creative, and analytical candidate with operational submarine experience to help assess the performance and influence the capability development of the Navy’s Submarine Advanced Processor Build (APB) state‑of‑the‑art tactical capabilities. The team works heavily with system data and observations, combining technical acumen, creative problem solving, and domain knowledge to develop test strategies and measurement approaches. Responsibilities Evaluate developmental submarine technologies at the algorithmic, functional, user interface, and end‑to‑end system level, enabling decision makers to make informed choices on the future direction of the Navy’s submarine tactical systems. Determine appropriate analysis methodology and measures of performance, including exploring new approaches. Use data analytics and systems engineering techniques and apply operational and instructional expertise such as submarine mission operations, sound propagation, and target motion analysis principles to perform analysis and draw conclusions. Communicate test methodologies and results to sponsors and external organizations. Plan, execute, and direct in‑lab test events at integrator facilities. Collaborate with a community of submarine system experts that include researchers, developers, engineers, and current and former Fleet personnel. Coordinate, plan, and execute occasional sea test events with developers, integrators, testers, and Navy laboratories. Develop end‑to‑end test objectives. Design event test runs and define a test schedule that efficiently stresses new tactical capabilities. Ensure participation from other Navy platforms to support test objectives. Define logistics requirements—including personnel assignments and shipment and setup of test hardware. Develop detailed measures of performance and data collection strategies to support post‑test analysis objectives. Lead planning meetings to achieve the above objectives. Create a report that captures key findings during the test and brief the report to stakeholders. Participate as an embarked member of the test team during at‑sea events to support execution, observation, and data collection. Qualifications Possess a BS degree in Engineering or other related technical discipline and are Submarine Warfare qualified and/or have extensive relevant experience in submarine tactical systems operation and training associated with detailed operational employment of submarine sonar, combat, electronic warfare, and imaging systems. Are passionate about improving system capabilities for Fleet end users in a collaborative environment. Have a demonstrated ability to think critically and analyze data to draw meaningful conclusions and support decision making. Have excellent oral and written communication skills. Have strong interpersonal skills and are skilled at developing relationships across organizational teams. Are willing and able to travel occasionally to participate in system test, delivery, and integration tests at sponsor or customer sites, and embark on sea tests about once every 1‑2 years. Are able to obtain an Interim Secret level security clearance by your start date and can ultimately obtain a Top Secret level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requires U.S. citizenship. Preferred Qualifications Possess a MS degree in Engineering or other related technical discipline, with academic emphasis in acoustics, signal processing, RF communications, state estimation, etc. Have previous experience evaluating or analyzing U.S. Navy combat systems. Have previous experience mission planning and/or coordinating at‑sea events (such as exercise events). Have classroom or practical experience with computer programming in languages such as MATLAB, Python, SQL, etc. Have demonstrated experience leading teams or initiatives. Have familiarity and comfort briefing and fielding questions from senior leadership and/or large groups. Have an active TS level clearance.
