Role Description:
The Director, Fleet Management provides strategic leadership and oversight for fleet operations, including vehicle acquisition, maintenance, fuel management, and compliance. Ensures cost-effective, safe, and reliable transportation services by optimizing fleet performance, implementing best practices, and leveraging data-driven decision-making. Collaborates with internal stakeholders to align fleet services with organizational goals, manages vendor relationships, and drives continuous improvement in efficiency, sustainability, and service delivery.
Essential Duties & Responsibilities:
- Provides oversight for the planning, direction, and coordination of day-to-day fleet management functions including maintenance and repair services, preventive and corrective maintenance scheduling, inspections, and quality control for a wide range of rolling stock that includes but not limited to vehicles, light, and heavy-duty equipment. This includes supervision of DC Water staff as well as oversight of all 3rd party vendors contracted to support operations.
- Communicate with all levels of management, including operational departments, regarding acquisition strategy details. Ensure that processes and systems are in place to keep departments appraised of vehicle acquisition status and that vehicle specifications/designs support the critical services that DC Water provides to the community.
- Collaborates with Finance, Accounting and Budget as well as Department Heads to develop Fleet’s annual budget and 10-year forecast (including vehicle purchases and operating expenses) and review funding mechanisms and decision points for replacement based on Total Cost of Ownership (TCO) and operational priorities. Directs the acquisition, optimal deployment, management of lifecycle ownership costs and salvage/sale of DC Water’s fleet of vehicles and specialized work equipment.
- Directs the administration of the fleet organization including the registration and inspection of vehicles and equipment, compliance reporting (USDOT, EPA, etc.), utilization reporting, fuel reporting, expense accounting, motor pool operation and any other fleet management activity.
- Leads the development of vehicle and equipment specifications to ensure compliance with all applicable industry standards (ASE, ANSI, etc.), environmental and local regulation as well as alignment with operational need for fleet acquisition.
- Directs the development of metrics to measure internal and external fleet performance such as vehicle utilization, fuel efficiency, schedule maintenance, vendor performance as well as internal service delivery, operating efficiency, and productivity.
- Develops and monitors maintenance and repair schedules as well as assisting in the evaluation of existing service levels together with making recommendations relative to service level improvements - working to bring operation and system enhancements together.
- Develop, refine, and implement an Alternate Fuel Vehicle (AFV) procurement strategy that integrates with the fleet asset acquisition strategy and supports federal, state and company objectives related to the reduction of petroleum use and efficiency improvements.
- Directs and controls the analysis of vehicle utilization across the utility and ensures optimal deployment of fleet assets as well as developing strategies to optimize the sale of vehicles and equipment. Responsibilities include coordinating productivity studies and improvement efforts and performing special analyses to monitor and evaluate equipment performance, equipment utilization and shop operations.
- Must establish and maintain effective and professional relationships with work colleagues, supervisors, and managers. Builds team, team skills and capabilities, evaluates performance, and resolves personnel issues.
- Performs other duties and projects as assigned at the direction of the Vice-President, Shared Services and/or the Chief Operating Officer.
Supervisory Responsibilities: Provides daily planning, Administration, and management in the selection, supervision, promotion, discipline, and training of personnel within the department.
Key Working Relationships: Interacts with co-workers and managers throughout the Authority, vendors, suppliers, and officials from other organizations.

Required Experience:
Ten (10) years of progressive business administration experience in fleet, automotive, operational or asset management; inclusive of five (5) years of managerial experience, or an equivalent combination of education and experience.
Minimum Education Requirements:
Bachelor’s degree in Business Management or Administration, Finance, Public Administration, or a related field from an accredited college/university.
Required Skills:
Strong analytical, planning, writing and organizational skills.
Must possess strong financial acumen to effectively analyze cost data and trends required to develop long-term replacement strategies.
Excellent knowledge in contract development, negotiations and managing vendor performance.
Required Licenses & Certifications:
Certification in Fleet Management (Certified Association of Fleet Managers, CAFM; Federal Fleet Manager Certification Program, FFMCP; etc. and/or Automotive Service Excellence (ASE) Technician Certifications.
Must possess and maintain a valid driver's license with satisfactory driving record held throughout employment.
