FAMILY ELIGIBILITY SUPERVISOR

Salary Range:  $47,000 - $52,000  

JOB DEFINITION

The Early Learning Resource Center’s (ELRC) Family Eligibility Supervisor is responsible for supervising a team of Family Specialists.  The Family Eligibility Supervisor will provide direction to the Family Specialists who are responsible for case management for children and families enrolled in the ELRC program. This position requires an individual with highly developed case management skills, knowledge of child care subsidy regulations, and supervisory experience.  This individual MUST be a good communicator and listener, who brings a positive attitude to their work and who naturally responds to challenges with a ‘can-do’ and problem-solving sensibility.  This is an in-person position at the Wood Street office and reports to the Family Eligibility Manager.  

II.        RESPONSIBILITIES AND DUTIES

• Assist in recruitment, interviewing and hiring of Family Specialists.
• Provide training and shadowing opportunities for new Family Specialists.
• Provide daily supervision and ongoing training support to the Family Specialists.
• Provide ongoing monitoring and support to ensure quality in customer service and timeliness and accuracy in applications and redeterminations.
• Prepare and discuss periodic performance evaluations with Family Specialists.
• Conduct team meetings and one-on-one meetings.
• Give input on creation of internal policies, procedures, and practices.
• Analyze and interpret records and reports relating to Family Specialist activities.
• Ensure that the program is in compliance with county, state, and federal regulations governing the ELRC program.
• Participate as a member of an internal supervisory management team that links the activities of the various units and provides for quality assurance within the agency.
• Maintain ongoing communication with Family Specialists to achieve effective and efficient program operation including timely and accurate uploads into Pelican to maintain electronic records and completion of Family Resource Survey.
• Maintain a caseload when necessary including when unit is short staffed.
• Communicate with Staff Development Specialist regarding new staff progress in training.
• Inform Family Eligibility Manager of the status of the unit.
• Complete other duties as assigned.

III.       QUALIFICATIONS

PROFESSIONAL KNOWLEDGE AND ABILITIES

• Excellent interpersonal skills and the ability to work collaboratively in a team-oriented atmosphere. 
• Excellent communication skills, including accurate and effective written and verbal communications. 
• Excellent case management skills.
• Excellent organizations skills, including organizing workspace and computer files, project scheduling, time management skills and prioritizing certain activities.
• Must be self-directed and able to operate independently to achieve program objectives. 
• Utilize web-based databases, Pelican, SharePoint and Adobe to store, review, and update family information.
• Utilize Pelican and Excel to organize data to provide periodic and/or special reports on family information.
• Knowledge of or willingness to learn regulations, policies and procedures governing the ELRC program.
• Knowledge of agency personnel policies as well as principles and practices of supervision.
• Understanding the importance of linking resources in order to support Family Specialists in connecting families to needed supports and services.
• Performs related work as required.

JOB REQUIREMENTS

• Possess Act 33 & 34 and FBI Clearances. 
• Proficient with Outlook and other Microsoft Office products. 
• Full time position requiring 38.50 hours per week in Wood Street office. 
• Familiarity with child care subsidy programs is preferred. 

EDUCATION AND EXPERIENCE

Bachelor’s or Associate degree with supervisory experience in case management, customer service and computer data entry.

OR

High school diploma with three or more years’ supervisory experience in case management, customer service and computer data entry.
