Summary of Position Responsibilities:

 

Works directly with Facilities Director in preparing, developing, coordinating, and monitoring the agency’s modernization program. This includes multiple projects across all project phases from planning through closeout. A core function of the job is actively sourcing, writing, and managing lucrative public and private grants to fund these capital-intensive projects

 

Description of Supervision/Supervisory Responsibilities:

The Regional Modernization & Facilities Planner is approved by the Executive Director and works under the general supervision and direction of the Regional Facilities Director.

 

Essential Functions of Job:

To provide excellent interpersonal and negotiation skills, knowledge and experience in building design and building construction technology including materials, methods, and techniques, and experience managing multiple projects across all project phases from planning through closeout.

A. Oversee schedules and budgets for Capital Improvement projects coordinating with designers, contractors, LHA Staff and funding agencies to ensure quality outcomes

 

1. Conducting thorough onsite facility needs assessments at all buildings and sites

2. Identifying deficiencies and then defining, scoping, budgeting, cost-estimating, prioritizing and scheduling projects to address the deficient conditions

3. Actively research and identify viable funding opportunities across local, state, and national levels

4. Write clear, persuasive, and date-driven grant applications, including drafting proposal narratives, goals and evaluation metrics

5. Collaborate with finance to develop accurate cost estimates, project budgets, and match requirements for grant submissions

6. Maintain a calendar of grant deadlines, submission requirements, and reporting schedules

7. By partnering with municipal leaders and regional stakeholders, the planner translates community needs into data-backed modernization strategies

8. Coordinate with architects, engineers, and local zoning authorities to ensure all facility plans comply with local, state and federal regulations

9. Knowledge and experience in building design and building construction technology including materials, methods and techniques, preferably in the affordable/subsidized housing sector

10. Ability to read and interpret technical architectural and engineering drawings and specifications

11. Ability to manage multiple projects, while keeping them on schedule and on budget

12. Ability to work independently and to set and prioritize workload

13. Experience in construction and contracting

14. Experience with management of projects involving mechanical, electrical and plumbing systems

15. Advanced project management skills highly preferred

16. Advanced estimating capability in all construction trades

17. Knowledge of construction methods, local permit practices, and job costing/budgeting highly preferred.

18. Proven ability to accurately interpret contracts and all construction trade specifications and plans.

19. Ability to generate and modify progress schedules.

20. Experience with change order generation and management.

21. Excellent interpersonal and negotiation skills.

22. Knowledge and experience using Microsoft Office (Word, Excel, Outlook, PowerPoint, Project).

23. Experience using custom web-based project management and planning software applications.

B. Performs quality control inspections of all sites and maintenance work

1. Coordinates the acquisition of supplies, materials, equipment, and personnel in unit preparation with the Facilities Director

2. Assists Facilities Director developing long-term preventative maintenance plans.

3. Prepares documentation/specifications for competitive bidding for all agency maintenance supplies, materials and equipment

4. Plans anticipated needs for materials and supplies in support of field maintenance activities

C. Assists in the development, coordination and monitoring of the buildings and grounds

1. Assists with specifications and data for inclusion into grants and possibly contractual agreements

2. Review and make recommendations for improved building maintenance materials, equipment, and techniques

3. Incorporates improvements, repairs from regular maintenance and preventive maintenance program into the modernization program

4. Inspects Work performed by contractors and reports findings to the Facilities Director

5. Reviews and makes recommendations relative to energy conservation

D. Implements and supervises a comprehensive preventative maintenance program

1. Designs and supervises a preventative maintenance program for agency’s housing stock, equipment, and control systems

2. Arranges for work orders, contracts, and outside vendors to address all preventative maintenance requirements

3. Maintains an automated system and schedule for the inspections of all fire alarms, back-up generators, elevators, heating, ventilating, air conditioning, extermination and all other control systems of housing stock including boilers

4. Arranges for the follow-up repairs and adjustments resulting from preventative maintenance and inspectional systems

5. Prepares periodic reports resulting from inspections

6. Works directly with Regional Facilities Director in preparing, developing, coordinating, and monitoring the agency’s maintenance program. A major emphasis is on implementing and overseeing a preventative maintenance program. Diagnose maintenance problems, provide technical instruction to maintenance staff for safe, cost effective and timely repair and maintenance of the agency’s housing stock. A major emphasis is on preparations for re-occupancy of vacated units.

 

Education and Experience/Other Requirements:

· High school diploma or equivalent education/experience level required

· Vocational/Industrial Arts education or equal experience level required

· Bachelor’s degree in related field preferred

· Must have or able to acquire within one year of employment an MCPPO certification

Minimum Competencies:

 

A. (A) 2-4 years of experience in construction management or capital/maintenance project oversight, preferably in the affordable/subsidized housing sector; or (B) 1-2 years of experience in this area with a Bachelor’s or higher degree in Real Estate Development, Architecture, Engineering, or Construction Management, or related field

18. Skill in the use of machinery, equipment and tools commonly utilized in the upkeep, maintenance, and repair of public housing property

19. Ability to work closely with the property managers and staff

20. Ability to work in goal-driven working environment responding to goals and other agency objectives, including writing clear and concise policies

Regional Modernization & Facilities Planner:

This is a maintenance in-the-field and in-office-based job in a dynamic municipal office. While performing the duties of the Regional Modernization & Facilities Planner, the employee is required to: interact and communicate frequently with the residents of THA, other team members and/or third parties transacting business with the Authority; operate standard office equipment including computers and keyboards, at efficient speed; and move throughout the municipal office. The employee must occasionally lift and/or move up to 50 pounds. The employee may be required to work beyond normal business hours approximately including evenings.
