Senior Policy Analyst

FedTec is seeking a Senior Policy Analyst to support SSA's Data Governance Program and Enterprise Data Catalog (EDC) initiative under the Data Strategy and Enablement (DSAE) Analytics and Improvements Staff (AIS). This role serves as the primary policy and governance lead responsible for researching, drafting, and refining the Enterprise Data Strategy (EDS) and Data Governance Framework (DGF), working closely with SSA policy stakeholders, data owners, and executive leadership to align data governance policy with federal mandates and agency objectives. The Senior Policy Analyst partners with the Senior Program Manager/Business Analyst and technical engineering staff to ensure policy and governance work remains aligned with EDC technical implementation.

Clearance: Must be able to obtain and maintain a Public Trust. Contract requirement.


Responsibilities:

• Research federal data requirements, OMB guidance, peer agency data strategies and frameworks, and industry best practices, and prepare comparative analyses to inform SSA's data governance approach.
• Review existing SSA and federal policies, directives, and governance structures to identify gaps, overlaps, and conflicts.
• Draft options and recommendations for strategy and framework components to support government decision-making.
• Support the drafting of the Enterprise Data Strategy (EDS) and Data Governance Framework (DGF), including goals, measures, roles, decision rights, policies, and supporting artifacts.
• Revise policy drafts based on SSA feedback and maintain version control across iterations.
• Support stakeholder review by preparing review packages, consolidating comments, and proposing decision frameworks for adjudication.
• Prepare briefing materials, executive summaries, and implementation materials for SSA leadership and stakeholders.
• Support discovery sessions with stakeholders, including scheduling, attendance tracking, and meeting notes.
• Support the documentation, refinement, and change management process for the Data Governance Framework.
• Coordinate cross-organizational stakeholder review and help adjudicate comments on draft policy.
• Support the creation and maintenance of SharePoint and Microsoft Teams artifacts related to EDS/DGF governance activities.
  Collaborate with the Senior Program Manager/Business Analyst and technical engineering staff to ensure policy positions reflect EDC platform capabilities and constraints.

Qualifications:

• Bachelor's degree and a minimum of 8 years of relevant experience in data policy, governance, or public administration, or an equivalent combination of education and experience.
• Strong understanding of Data Governance Frameworks (e.g., DAMA, DMBOK) and demonstrated experience applying them to policy development.
• Knowledge of data stewardship, data ownership, and data accountability principles.
• Familiarity with data policies, standards, and compliance requirements (e.g., GDPR, HIPAA, CCPA).
• Demonstrated experience developing or implementing enterprise data strategy and policy.
• Experience coordinating cross-organizational stakeholder review and adjudicating comments on draft policy.
• Experience adjusting communication and documentation for audiences of varying technical, business, and seniority levels.
• Strong communication and stakeholder engagement skills across both business and technical audiences.
• Ability to facilitate requirements elicitation sessions and translate requirements into data governance solutions.
• Experience with change management and user adoption strategies for enterprise governance initiatives.
• Experience with training, documentation, and user support related to policy or governance rollouts.
• Experience with work tracking and workflow management platforms such as Jira, Agility, or ServiceNow.
• Familiarity with data privacy regulations and compliance mapping.
• Ability to support risk assessments and audit readiness related to data governance.
