Executive Director Administrator

The Executive Director will:

  • Provide executive leadership for all agency operations.
  • Direct the day-to-day management of the DCFS Transitional Living Program.
  • Ensure compliance with Illinois DCFS licensing standards, policies, and regulations.
  • Develop and implement strategic goals, organizational policies, and operational procedures.
  • Supervise leadership staff, including the Child Welfare Supervisor and administrative personnel.
  • Provide fiscal oversight, budgeting, financial planning, and resource development.
  • Lead quality assurance, risk management, and continuous program improvement initiatives.
  • Build and maintain collaborative partnerships with DCFS, state agencies, educational institutions, healthcare providers, behavioral health organizations, and community stakeholders.
  • Oversee personnel management, recruitment, employee development, and performance evaluation.
  • Ensure compliance with accreditation standards, licensing reviews, and regulatory audits.
  • Report regularly to the Board of Directors regarding organizational performance and strategic initiatives.
  • Promote a culture of integrity, accountability, collaboration, and excellence.

Minimum Qualifications

Applicants must meet the qualifications established under Illinois DCFS Rule 401.300.

Qualified applicants must possess one of the following:

Option 1

  • Master's Degree in Social Work from an accredited school of social work; and
  • Three (3) years of work experience in social work administration.

OR

Option 2

  • Master's Degree in a Human Services field from an accredited institution; and
  • Five (5) years of experience in human services administration.

OR

Option 3

  • Master's Degree in Business Administration or Health Administration; and
  • Five (5) years of administrative leadership experience.

Preference will be given to candidates with:

  • Executive leadership experience within a licensed child welfare organization.
  • Experience working with Illinois DCFS.
  • Residential, foster care, group home, or Transitional Living Program experience.
  • Grant management and nonprofit financial oversight.
  • Board governance experience.
  • Organizational development and strategic planning expertise.
  • Strong public speaking and community engagement skills.
  • Proven ability to lead multidisciplinary teams.

  • Successful criminal background check.
  • Child Abuse and Neglect Registry clearance.
  • Verification of education and professional experience.
  • Official sealed college transcripts.
  • Professional reference verification.
  • Valid Illinois driver's license.
  • Ability to satisfy all Illinois DCFS personnel requirements.
