Specific duties include but are not limited to the following:
- Serves as a senior official responsible for coordinating and integrating work while focusing on program initiatives. Identifies and develops ways to resolve broad problems and cope with issues which directly impact accomplishment of principal VBA program goals that can impact internal and external stakeholders by initiating and leading projects and work groups that involve input and collaboration across the organization, federal agencies, Congressional and legislative liaisons.
- Oversees system development to support regulations and policies for Pension and Fiduciary Service programs. Ensures systems utilized for claims processing provide the functionality to support claims processing and delivery of benefits to beneficiaries.
- Monitors performance of Pension and Fiduciary Programs. Ensures that program applications used by reviewers are consistent with the Department's and VBA's performance goals while monitoring rating consistency across field stations. Accountable for quality assurance on consolidated claims processing and other agency initiatives. Establishes and monitors work measurement credit associated with various types of claims processing. Identifies legislative proposals for both the pension and fiduciary programs that are designed to improve delivery of benefits.
- Exercises delegated authority for management decisions related to major programs and projects. P&F Service programs are established internally or at senior P&F Service levels. Provides advice to the Deputy Director and Executive Director on the implementation of management and operational approaches for VBA. Initiates and conducts confidential studies as a basis for recommending change in P&F Service policies or operations.
- Ensures the efficient, effective and timely execution of assigned programs in accordance with the established objectives, schedules, and program funds. Ensures customer satisfaction by providing a quality product consistent with the direction of higher authority, laws, regulations and policies. Collaborates with the Deputy Director and Executive Director to define program and project management goals. Develops coordinated positions within P&F Service and makes decisions that affect long-range courses of action.
- Serves as an authorized source for decisions and guidance dealing with program objectives. Provides leadership in establishing and maintaining effective management processes and work environments conducive to effective integration of technical functions of planning, budget, resource management, information technology and program project management. Maintains a thorough understanding of statistical techniques and management principals. Ensures that data elements, as well as any reports or information used, are accurate and routinely generated and made available.
- Conducts site visits to monitor field stations performance of claims processing and management. Establishes and monitors work measurement credit associated with various types of claims processing. Provides guidance to improve the quality of the manual guidance and claims processing systems. Manages the legislative proposal process.
- Issues reports to field stations makes recommendations to improve operations and/or to require compliance in regulation, policy, and procedure. Serves as the Pension and Fiduciary Service's liaison with Field Managers, OIG, GAO, VSOs, and OFO. Represents the Department at meetings and conferences. Provides guidance and notification to PMCs and/or Fiduciary Hubs regarding policy, procedure or system changes issues and updates. Provides written responses to OIG, GAO, and Congressional inquiries.
- Conducts all aspects of personnel management for assigned staff; mentors' subordinates in providing optimal customer focused and Veteran-centric support services, coordinates team initiatives. Plans and coordinates work efforts, assigns and reviews work, resolves employee issues/complaints, selects new employees, sets performance standards, and evaluates performance of subordinate supervisors and non-supervisory staff. Recognizes employee accomplishments, proposes and/or approves disciplinary actions, establishes and/or approves training, etc. Develops long--range organizational plans and goals. Assures that the equal opportunity programs for minority groups, minorities and disadvantaged persons are implemented, operational, and effective.
