Secretary/Bursar for Practical Nursing Program

The Chester County Intermediate Unit (CCIU) has an opening for a full-time Secretary/Bursar within the Practical Nursing program. The Secretary/Bursar oversees and assumes responsibility for financial aid administration, fiscal management, database administration, and student service for the Practical Nursing Program. The position also supports registrar functions, administrative and faculty services, and marketing and recruitment. The incumbent employs strong customer service skills when interacting with program staff, students, applicants, vendors, the administrators and staff of other nursing programs, and inter office colleagues in order to maintain a productive working and educational environment. The incumbent must be dependable, self-motivated, and flexible, and must apply creative and problem-solving skills in support of the Program Director, the faculty, and the student body. This position is responsible for maintaining strict confidentiality in all student, faculty, academic, and financial matters in accordance with the Family Educational Rights and Privacy Act (FERPA).

Duties and Responsibilities:

• Financial Management: Prepares invoices for internal and external customers and third party sponsors, and maintains documentation of all program expenses, including the documentation required for student grant funded projects. Manages, documents, disburses and reports grant funds, including the PHEAA PA-TIP grant, CCEDC grant funds and CRESS grant funds, as well as scholarship awards such as the Bohlayer, PAPNA and Practical Nursing Program scholarships. Records all student scholarship awards and self payments accurately and monitors each student account to ensure that balances are paid in a timely manner or that action is taken in accordance with program policy. Processes and produces accurate and timely 1098-T student tax information for approximately 100 students per year. Documents and reports the number of students participating in Veterans Education benefits. Handles all program funds, receives student payments and prepares bank deposits in accordance with CCIU Business Office procedures.
• Financial Aid Administration: Provides administrative assistance and student counseling on applications, worksheets, verifications, federal financial aid award documents and disbursements. Serves as the program contact for all communication with the United States Department of Education and the Pennsylvania Higher Education Assistance Agency (PHEAA). Calculates, requests and disburses all financial aid grants and loan refund checks. Maintains orderly financial aid files and the documentation required for verification reviews and audits in cooperation with the CCIU Business Office, including internal, PHEAA and Veterans Affairs audits. Maintains internal control financial protocol standards in accordance with regulation and supports oversight by the program financial aid consultant.
• Administrative and Faculty Services: Provides secretarial support to the Program Director and faculty, including database management for faculty and administration. Modifies and improves database features to ensure accurate documentation for reports and for tracking trends such as attrition and student clinical requirements, and to reduce the time required to compile and tabulate student information. Compiles student information from the program database to produce federal, state, local and internal reports and surveys, including IPEDS, PASecureID and 1098-T reporting to the Internal Revenue Service. Composes, or assists in composing, letters, reports and other program correspondence. Screens and prioritizes routine telephone calls, correspondence and inquiries, and responds on behalf of the Program Director when appropriate. Attends all program meetings, including faculty meetings, Committee of the Whole staff meetings, Advisory Committee meetings and Student and Faculty Liaison meetings. Serves as meeting secretary for faculty, faculty and student liaison, advisory committee and student grievance meetings, and prepares and submits the resulting minutes and reports.
• Marketing and Recruitment: Serves as a front line representative of the program, responding to in person, telephone and electronic requests for information with clear and courteous communication. Assists with marketing events and with the setup and breakdown of the graduation luncheon and the graduation ceremony. Monitors the Practical Nursing Program website and recommends updates through the CCIU Communications Department. Analyzes and reports data related to enrollment and demographic trends.
• Registrar Support: Assists the Secretary/Registrar with the complete registration of all practical nursing students, including general orientation. Maintains the program database to confirm that all application and preadmission clinical and classroom requirements have been met. Maintains current knowledge in order to review student medical and skills information accurately and to confirm that required documentation is on file prior to enrollment. Ensures that federal and state reporting requirements are met. Maintains contact and open dialogue with newly enrolling students by electronic mail, telephone and written correspondence throughout the enrollment process. Enters grades and proofs, prints and distributes all student transcripts a minimum of three times per year for approximately 100 students per year.
• Confidentiality and Compliance: Maintains strict confidentiality of all student, applicant, faculty, academic and financial information in accordance with the Family Educational Rights and Privacy Act (FERPA) and CCIU policy. Completes all training required by the CCIU in accordance with the responsibilities of the position. Performs all duties with awareness of CCIU requirements, Pennsylvania State Board of Nursing regulations and the accreditation standards applicable to the program.

Salary (2026-2027 School Year): Support - Level 12 $27.82 - $35.87 /hr. *Placement on the scale is determined by previous similar experience.
