The P YW GENERATION PROJECT DEV Department of the P GENERATION PROJECT DEV Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Professional)
JOB FUNCTION:
Provides support to Project Developers, including accurate and timely analysis of major project and program performance against approved budgets and milestones; monitoring compliance with federal, state, and local requirements; and maintaining project documentation (e.g., tracking questions and responses, cost variances, presentations, reports, routine updates, meeting participation and minutes, regulatory filings, and permitting status). Develops dashboards and supports project-progress presentations.
ESSENTIAL FUNCTIONS:
- Project/Program Initiating and Planning: Supports Project Developers with major project/program initiation, planning, execution, control, and closeout activities. Configures and maintains project/program information and management systems, including development of project/program plans (e.g., work breakdown structure in SAP, schedule, budget in UI Planner), establishment of orders, risk analysis, communication matrix, and other work-management system interfaces.
- Company, Regulatory, and External Approvals: Develops and prepares project information, reports, analyses, and presentations to support: (1) company authorizations for expenditures (engineering, materials, and construction); (2) Public Utilities Commission (PUC) approvals for project/program work, as required; (3) rate-case approvals, as required; and (4) coordination with Regulatory Affairs, Management Accounting & Financial Services, Community Relations, Government Relations, Corporate Communications, Legal, Energy Delivery, and other stakeholders to obtain approvals and permits. Develops and documents PUC procedures; provides assistance and training to Project Developers and team members. Assists with preparing and analyzing PUC applications and project cost reports. Helps ensure Project Managers comply with PUC reporting requirements and investigates and reports variances for PUC-regulated projects. Compiles, calculates, and facilitates revenue requirement inputs for projects as needed for Self Build proposals, GO7 Application and EPRM filings.
- Project External Relations and Communications: Develops and prepares project information, reports, analyses, and presentations to support engagement with community groups, neighborhood boards, media, other utilities and private companies, government agencies, the City Council, the State Legislature, and the PUC. Supports dissemination of information, issue resolution, and preparation of testimony and presentations for public meetings and regulatory hearings, as needed.
- Project/Program Controlling: Develops, automates, generates, monitors, and analyzes project cost and progress information and reports to support management of project budgets and schedules and compliance with internal and external reporting requirements. Tracks status of design, permits, materials, and construction, and follows up with leads to support on-schedule and within-budget delivery. Helps ensure project costs are posted promptly and accurately. Maintains timely and accurate updates in UI Planner and SAP to support reporting and analysis. Provides user training on creating organization or project budgets in UI Planner and on accessing and interpreting management reports (including via SAP and related budgeting/accounting databases). Serves as a subject-matter resource for tools and information supporting operating and capital budgets.
- Project/Program Closing: Supports completion of contractual and administrative closeouts, including project acceptance/signoffs, drawing and record updates, procurement audits/reconciliation, performance and lessons-learned reviews, resource and project team release, and accounting closeout of the project and associated work orders.
- Project Forecasting and Budget Maintenance: Prepares, coordinates, analyzes, and monitors Hawaiian Electric’s and its subsidiaries’ revenues, expenses, financing, taxes, and capital expenditures, including updates and management reporting. Prepares presentation materials for senior management. Recommends and implements methodologies, standards, and controls for the Company’s planning and budgeting processes. Analyzes capital-expenditure and division information needs of internal and external stakeholders (e.g., department managers, project managers, engineers, Board of Directors, the PUC, legislators). Develops and delivers ad hoc reports and data access using budgeting and accounting databases and other sources. Maintains a high level of knowledge of budgeting and utility-accounting concepts and serves as an expert resource for the Company. Maintains the Company’s management reporting system and recommends improvements to related policies and procedures. Prepares, coordinates, and analyzes long-range financing estimates for the annual financing plan, including materials for security analysts and financing applications.
- Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
BASIC QUALIFICATIONS:
Knowledge Requirements
- Thorough knowledge of personal computers and related software applications (e.g., Excel, Word, PowerPoint, Access, SAP, MS Project, Pillar/UI Planner).
- Knowledge of Generally Accepted Accounting Principles (GAAP).
- Thorough knowledge of planning and budgeting concepts and forecasting principles.
- Thorough knowledge of utility accounting, finance, cost accounting, and ratemaking principles.
- Thorough knowledge of statistical techniques.
- Thorough knowledge of matrix project-management systems and critical-path scheduling (MS Project preferred).
- Thorough knowledge of PUC application and reporting requirements.
- Working knowledge of tax accounting and data-processing concepts.
- Basic knowledge of engineering, project management, and planning practices (T&D and generation).
- Ability to learn and develop working knowledge of project management principles, Earned Value (EV) analysis, and utility information systems.
- Ability to learn and develop a general understanding of city and state permitting processes; land use and rights and associated regulatory/social/public-affairs processes; electric transmission, substations, and distribution systems; utility operations and regulation; and best practices for achieving a safe workplace environment.

Experience Requirements
- 3–5 years of experience in accounting and forecasting systems and capital project budgets; at least 3 years in budgeting and financial forecasting in a utility environment preferred.
- 3–5 years of experience or demonstrated ability with computers, information systems, and software applications, including MS Project and Excel.
- 3–5 years of analytical experience or demonstrated ability, preferably with data and/or projects.
- 1+ year of experience using project management techniques.
