Program Manager- Latent Print Examiner

PROGRAM MANAGER – LATENT PRINT EXAMINER PROGRAM MANAGER – LATENT PRINT EXAMINER Job Title: Program Manager – Latent Print Examiner Company: Sugpiat Defense, LLC Location: DC Metro Area Employment Status: Regular, Full-Time FLSA Status: Exempt Job Summary The Program Manager – Latent Print Examiner is responsible for overseeing the administration, quality, and day-to-day activities of the assigned latent print examination unit while also providing expert-level forensic latent print examination services. This position serves as a primary point of coordination with the Government customer and is responsible for supporting the effective administration of program requirements and resolution of contractual and operational matters. The Program Manager – Latent Print Examiner applies advanced technical knowledge and expertise in the principles, theories, practices, and methodologies of friction ridge examination and ensures examinations are performed and documented in accordance with established protocols, applicable quality standards, and customer requirements. The position requires extensive experience in friction ridge examinations, professional certification in latent print examination, and the ability to effectively balance technical forensic responsibilities with program management, quality, and administrative requirements. Essential Job Functions Oversee the administration, quality, and day-to-day activities of the assigned latent print examination unit. Serve as a primary point of coordination with the Government customer regarding program activities, requirements, priorities, and operational matters. Work directly with the Government customer to effectively administer program requirements and assist with the resolution of contractual issues. Ensure work is performed in accordance with contractual requirements, established procedures, applicable standards, and Government direction. Perform forensic examinations of friction ridge impressions utilizing accepted principles, theories, practices, methodologies, and protocols. Apply and document the methodology utilized in forensic examinations of friction ridge impressions, including the analysis, comparison, evaluation, and verification phases. Ensure examinations are conducted in accordance with accepted forensic protocols and applicable quality requirements. Operate Automated Biometric Identification Systems (ABIS) and other applicable scientific and forensic systems and equipment. Ensure compliance with ISO/IEC 17025 requirements applicable to testing and calibration laboratories and applicable ANSI National Accreditation Board (ANAB) standards. Conduct technical and administrative reviews of case notes, examination documentation, and reported findings. Review work products for accuracy, completeness, technical sufficiency, and compliance with applicable procedures and quality standards. Prepare clear, accurate, and complete written reports documenting examination findings within established timeframes and mission requirements. Monitor the quality and timeliness of work performed within the unit. Coordinate unit activities and workload requirements to support established mission priorities and customer requirements. Identify technical, quality, administrative, operational, or contractual issues and elevate matters requiring additional Government or Company attention as appropriate. Maintain required case documentation, examination records, reports, and other supporting documentation in accordance with applicable requirements. Communicate effectively with Government personnel, Company management, forensic personnel, and other stakeholders. Provide technical guidance related to friction ridge examination methodologies, protocols, and quality requirements. Maintain professional knowledge and expertise in friction ridge examination practices, methodologies, applicable standards, and emerging developments within the forensic discipline. Protect sensitive, controlled, and case-related information in accordance with applicable Government, contractual, and Company requirements. Perform other program management and latent print examination duties as assigned. REQUIRED EDUCATION AND EXPERIENCE: Bachelor's degree from an accredited college or university in a physical science or related field, or an equivalent combination of education and relevant work experience. Minimum of five (5) years of combined professional experience in friction ridge examinations. Extensive expert training, technical knowledge, and demonstrated expertise in the principles, theories, practices, and methodologies of friction ridge examination. Experience conducting forensic examinations of friction ridge impressions using accepted analysis, comparison, evaluation, and verification methodologies. Experience conducting technical and administrative reviews of forensic case notes and reported findings. Experience operating Automated Biometric Identification Systems (ABIS). Experience working within applicable forensic laboratory quality and accreditation requirements. Experience preparing written forensic reports and documenting examination findings. REQUIRED CERTIFICATION: Must be currently certified in latent print examination by the International Association for Identification (IAI) or possess a current professionally recognized equivalent certification. Required professional certification must be maintained throughout employment in the position, as applicable. REQUIRED KNOWLEDGE AND SKILLS: Expert knowledge of the principles, theories, practices, and methodologies associated with friction ridge examinations. Thorough knowledge of accepted forensic examination protocols and practices. Knowledge of analysis, comparison, evaluation, and verification methodologies used in friction ridge examinations. Knowledge of ISO/IEC 17025 requirements applicable to forensic testing laboratories. Knowledge of applicable ANSI National Accreditation Board (ANAB) standards. Knowledge and ability to operate Automated Biometric Identification Systems (ABIS). Ability to conduct technical and administrative reviews of forensic casework, examination notes, documentation, and findings. Ability to ensure examinations and associated documentation meet established technical and quality requirements. Ability to oversee the administration, quality, and day-to-day activities of a forensic unit. Ability to coordinate multiple priorities, workloads, deadlines, and mission requirements. Ability to identify technical, quality, administrative, and contractual issues and appropriately communicate or elevate concerns. Ability to work directly and professionally with Government customers and other stakeholders. Strong leadership, organizational, and problem-solving skills. Strong attention to detail and accuracy. Strong written and verbal communication skills. Ability to prepare clear, concise, and technically accurate written reports. Ability to work independently while effectively leading and contributing within a collaborative Government/contractor environment. Ability to maintain confidentiality and appropriately safeguard sensitive and case-related information. Specific vision abilities required by this position include close and distance vision, color vision, depth perception, and the ability to adjust focus. Work is primarily performed in an office, laboratory, technical, or Government facility environment and may include work in controlled or secure areas. The employee may occasionally be exposed to varying environmental conditions associated with Government facilities or operational environments. This position may require travel.
