GENERAL ENGINEER

Overview The primary purpose of this position is to serve as a Ballistic Missile Systems Intelligence Analyst responsible for scientific and technical assessments of the characteristics, capabilities, employment, limitations, and effectiveness of current and future foreign long‑range, land‑based ballistic missiles, operations and facilities via all‑source data analysis. The position is a developmental role to be filled at the GG‑07, GG‑09 or GG‑12 levels with promotion potential to GG‑12 . The selectee’s salary will be set within the grade equivalent to a GS/GG grade based on qualifications in relation to the job. Basic Requirements Degree: Engineering. The program must meet one of the following: (1) lead to a bachelor’s degree in a school of engineering with at least one ABET‑accredited program; or (2) include differential and integral calculus and advanced courses in at least five of the following seven areas: statics, dynamics, strength of materials, fluid mechanics, hydraulics, thermodynamics, electrical fields and circuits, materials science, or a comparable fundamental engineering science or physics area. Combination of education and experience: college‑level education, training, and/or technical experience that furnishes a thorough knowledge of the physical and mathematical sciences underlying engineering, and a good understanding—both theoretical and practical—of the engineering sciences and techniques and their applications to one of the branches of engineering. Experience Required Broad professional knowledge of a wide range of engineering theories, concepts, principles, standards, and methods sufficient to determine and/or execute actions for a wide range of assignments involving concepts and methodology of intelligence analysis of foreign ballistic missile systems and subsystems. Incumbent must possess a general knowledge of past and present foreign ballistic missile systems and familiarity with multidisciplinary intelligence processes, methods, and techniques employed in their technical assessment. OR Education: GG‑07 – 1 year of graduate‑level education or superior academic achievement; GG‑09 – 2 years of progressively higher level graduate education leading to a master’s degree or equivalent graduate degree. OR Combination of experience and education: a qualified combination of education and experience total that satisfies at least 100% of the specified requirements. Transcripts must be submitted. Knowledge, Skills and Abilities (KSAs) Knowledge of professional engineering concepts and practices of intelligence analysis, ballistic trajectories, orbital mechanics, aerodynamics, rocket propulsion, thermodynamics, general engineering, mathematics, project management, and related fields; and the standard practices, methods, and techniques of the occupation sufficient to perform difficult assignments. Extensive knowledge of analysis, evaluation, fact‑finding, and investigative techniques to gather data, identify significant factors, and recommend solutions from multiple alternatives. Knowledge of intelligence requirements, tasking, analysis, evaluation, interpretation, reporting, collection, production, dissemination, and the principles of project development and execution; standard acquisition regulations, practices, and procedures; and related engineering disciplines. Skill and ability to pay attention to detail, make balanced decisions, think conceptually, maintain consistency, focus on goals, analyze problems and situations, exhibit reliability, practice theoretical problem solving, manage stress, initiate action, adhere to job ethics, meet standards, listen well, and demonstrate personal accountability, commitment, drive, and practical thinking. Ability to communicate clearly, concisely, and technically, both orally and in writing; and to work under supervision and effectively with suppliers, colleagues, and customers to achieve mission goals. Conditions of Employment This position is covered by the DCIPS and requires examinations and tests necessary to obtain and retain a security clearance and any special accesses required by the position, in accordance with AFI 36‑1101. The position is testing‑designated and requires periodic urinalysis testing. Failure to comply with any special requirement may result in reassignment or disciplinary action, including demotion or removal. Position is designated special‑sensitive, covered by the DCIPS; the incumbent must obtain and retain a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI). A non‑disclosure agreement must be signed. Part‑Time or Unpaid Experience Credit will be given for appropriate unpaid and/or part‑time work. Applicants must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer Work Experience Volunteer work, including service through National Service Programs such as Peace Corps or AmeriCorps and other organizations, is considered both paid and unpaid experience that builds competencies, knowledge, and skills valuable for paid employment.
