Position Overview:
Under the direction of the Director of Housing Programs or designee, the Housing and Landlord Liaison is responsible for building, maintaining, and expanding BVHPF’s housing portfolio in support of the Emergency Housing Voucher (EHV) program in partnership with the San Francisco Housing Authority (SFHA). This position serves as the primary point of contact between BVHPF, participating landlords, and SFHA, ensuring that EHV-eligible participants are successfully housed, landlord relationships are actively managed, and program participants are supported in maintaining stable, compliant tenancies. The Housing and Landlord Liaison operates in alignment with BVHPF’s policies and procedures, SFHA regulations, applicable HUD requirements, and finance compliance standards. This role requires a high level of initiative, professional communication, and accountability in both field and office-based activities.
Duties and Responsibilities:
- Actively recruit and engage new landlords and property managers to participate in BVHPF’s unit hold program, expanding available housing inventory for EHV program participants.
- Build and maintain a comprehensive housing portfolio by leveraging existing and newly established landlord relationships, ensuring a diverse range of unit options that reflect client preferences and eligibility requirements.
- Conduct comprehensive housing searches to identify, negotiate, and secure appropriate housing units for EHV participants within the required search timeframe. Coordinate with SFHA on unit approvals, voucher extensions, and compliance with HUD Housing Quality Standards (HQS) prior to move-in.
- Perform lease negotiation and rental subsidy administration on behalf of tenants placed into housing, and conduct lease reviews to ensure compliance with all applicable local and state laws.
- Maintain an updated inventory of available units and present options to participants based on their documented needs. All units must meet HUD Housing Quality Standards (HQS), pass SFHA inspection prior to move-in, and comply with applicable Fair Market Rent (FMR) limits and Payment Standard schedules established by SFHA.
- Conduct a minimum of one documented contact per month with each participating landlord for every active EHV placement, monitoring tenancy stability, utility payment status, lease compliance, and any issues that may affect SFHA’s Housing Assistance Payment (HAP) contract.
- Proactively identify and address landlord concerns related to client behavior, property conditions, or lease compliance; mediate conflicts between landlords and tenants to facilitate timely and appropriate resolution; escalate unresolved issues to the Director of Housing Programs.
- Take all reasonable steps to mitigate the risk of eviction, including early intervention, coordination with the client’s Case Manager, and connection to appropriate tenant support resources. Eviction prevention is a core priority of this role.
- Ensure landlords fulfill their legal responsibilities under the HAP contract and applicable law, including conducting necessary repairs, passing annual SFHA inspections, issuing proper notices, upholding tenants’ rights under Fair Housing laws, and adhering to all lease and program terms.
- Act as a liaison and establish effective, professional communication with landlords, SFHA, tenants, and other community partners; set and maintain clear expectations for all parties.
- Document all participant contacts and promptly notify the assigned Case Manager and the Director of Housing Programs when a participant becomes unreachable, in accordance with SFHA engagement requirements.
- Partner with SFHA and other community stakeholders to identify and act upon opportunities to expand the EHV housing portfolio, including attending SFHA briefings, landlord outreach events, planning meetings, and other engagement activities as needed.
- Maintain accurate, same-day documentation of all participant interactions, landlord contacts, and program activities in the ONE system (HMIS) and Apricot 360, which serves as BVHPF’s Electronic Health Record (EHR). Ensure all records required for SFHA reporting and HUD compliance are complete, current, and audit-ready.
- Maintain complete, accurate records and upload all required documentation in compliance with BVHPF policies, procedures, finance requirements, and all funder requirements.
- Adhere to all stakeholder policies and requirements established for the EHV program by SFHA, HUD, and other applicable regulatory bodies, including all requirements governing voucher administration, HAP contracts, and participant eligibility.
- Adhere to BVHPF’s Lone Worker Policy; the lone worker device must remain powered on and active during all work hours.
- Work Monday through Friday during designated business hours, primarily in the field throughout San Francisco. Attendance and punctuality are essential functions of this role.
- Attend all required internal, funder, and stakeholder meetings as assigned by BVHPF leadership, and participate in a minimum weekly one-on-one meeting with the Director of Housing Programs to discuss caseload status and any matters requiring supervisory guidance.
- Ensure clients are oriented to their rights and responsibilities as tenants and provide connection to tenant support resources as appropriate.
- Perform other duties as assigned.
Required Qualifications -
- Associate’s or Bachelor’s Degree in Social Work, Human Services, Public Administration, or a related field preferred; equivalent work experience will be considered in lieu of a degree.
- Minimum of two (2) years of proven work experience in housing placement, real estate, property management, or a similar role, preferably within a nonprofit or government-funded housing program.
- Understanding of local real estate market trends, property valuation, rental agreements, tenant-landlord laws, and Fair Housing regulations in the San Francisco area.
- Demonstrated ability to build and sustain professional relationships with landlords, property owners, and community partners.
- Proficiency with electronic case management systems; experience with the ONE system (San Francisco’s HMIS), Apricot 360, and familiarity with SFHA systems and processes strongly preferred.
- Strong organizational skills and attention to detail, with the ability to manage multiple active cases and documentation responsibilities simultaneously.
- Strong negotiation and advocacy skills to work effectively with landlords, property managers, and program participants.
- Ability to conduct housing inspections and ensure units meet safety and habitability standards.
- Excellent communication skills, both written and verbal, with the ability to interact professionally with a diverse range of stakeholders.
- Knowledge of local, state, and federal housing programs and resources.
- Valid California Driver’s License and reliable transportation required; this is a field-based position with regular travel throughout San Francisco.
Physical & Additional Requirements:
- MANDATED REPORTER STATUS: This position requires you to work with adults and children, and your profession qualifies you as "mandated reporters" of Elder abuse or neglect. Child abuse or neglect, which is found in California Penal Code Section 11164-11174.3 and Welfare and Institution Code 15610-15610.70. In addition, you are required to report suspected cases of child abuse and neglect and Elder abuse and neglect .
- Ability to work in an open office environment with moderate noise and distractions.
- Frequently required to sit; occasionally walk and stand; travel from the building to other sites.
- Specific vision abilities required include close vision, distance vision, depth perception, and the ability to adjust focus.
- Able to lift up to 25 pounds.
- Ability to go up and down stairs without limitations.
