Requisition No:883182 Agency: Office of Financial Regulation Working Title: FINANCIAL SPECIALIST - 43004381 ****INTERNAL AGENCY EMPLOYMENT OPPORTUNITY***** CLASS TITLE: FINANCIAL SPECIALIST DIVISION: FINANCIAL INSTITUTES BUREAU: DIRECTOR'S OFFICE CITY: TALLAHASSEE COUNTY: LEON The Office of Financial Regulation (OFR) is responsible for licensing, chartering, examining, and regulating depository and non-depository financial institutions and financial service companies, including state-chartered banks, credit unions, trust companies, loan originators, mortgage lenders, securities dealers, investment advisors, consumer collection agencies and money transmitters throughout the state of Florida. Requirement: Four (4) years or more of professional experience working in and/or auditing/examination experience in/of a financial institution (bank, credit union, trust company or savings and loan) is required. A post-secondary degree in those fields may be used as an alternative for years of experience on a year-for-year basis. Preferences: A bachelor’s degree or master’s degree from an accredited college or university with a major in accounting, finance, economics or business. Auditing or examination experience with a regulatory agency or financial institution. Experience working in a financial institution. Experience creating, editing, and proofing written reports Proficient in Microsoft Office programs (Word, Excel, Outlook, and PowerPoint)? Any type of professional certification. Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES: 1) Knowledge of financial accounting or auditing principles, methods of compiling, analyzing and presenting data, techniques utilized in conducting examinations or investigations of commercial banks, trust companies, savings associations, credit unions, international offices, securities or finance companies or insurance companies, monitoring techniques and mathematics. 2) Ability to review, analyze and evaluate data, examine financial records, understand and apply laws, rules, regulations, policies and procedures, conduct research and prepare reports, probe and obtain critical facts, utilize problem-solving techniques, communicate effectively, establish and maintain effective working relationships with others, recognize the validity, authenticity and propriety of accounting and operating records, coordinate training programs, and work independently. 3) Must be computer literate, with the ability to effectively use computer hardware and software programs. 4) Ability to organize data into logical format for presentation in reports, documents and other written materials. 5) Ability to conduct fact finding research and to utilize problem-solving techniques. 6) Ability to work independently, to plan, organize and coordinate work assignments. 7) Ability to communicate effectively. 8) Knowledge of OFR’s database system, REAL. SPECIAL NOTES: This is an internal agency employment opportunity for current employees, including OPS, of the Department of Financial Services, the Office of Financial Regulation, and the Office of Insurance Regulation. This position requires a security background check, including fingerprint as a condition of employment. The starting salary for this position will be $50,584.67 Employees of the Department of Financial Services are paid on a monthly pay cycle. Responses to qualifying questions must be clearly supported by the state application and any omission, falsification, or misrepresentation in the answering of the qualifying questions will be cause for immediate elimination from the selection process. All applicants seeking employment with the OFR are subject to mandatory background checks conducted through the DFS, Bureau of Human Resource Management in accordance with the requirements of chapter 435, Florida Statutes, and reviews by OFR. Applicants may be disqualified for employment based on the information that may be obtained through research and/or OFR’s review process. No applicant may begin employment until the background screening results are received, reviewed for any disqualifying offenses, and approved by the Agency. Background screening shall include, but not be limited to, fingerprinting for State and Federal criminal records checks through the Florida Department of Law Enforcement (FDLE) and Federal Bureau of Investigation (FBI) and may include local criminal history checks through local law enforcement agencies. BRIEF DESCRIPTION OF DUTIES: Preparation of periodical reports and special projects. Compile quarterly data for state-chartered financial institutions. Assist in the compilation, analysis, tracking and reporting of statistical data related to the REAL program on a weekly, monthly and quarterly basis or as directed by management. Duties include preparing written reports to highlight changes in statistical measures that require attention/action by management; identifying data discrepancies and/or anomalies in REAL requiring reconciliation by staff; development and evaluation of performance measures and metrics and coordinating with the respective managers to obtain the appropriate corrective actions. Assists in the resolution of consumer complaints within and between regional offices. Processes consumer complaints, handles telephone calls to/from consumers, forwards complaints to financial institution management within 10 days of receipt OR forwards complaint to other state/federal agency within 15 days of receipt. Inputs complaints and correspondence into REAL. Evaluates financial institution management’s response to determine if banking code violation is evident, sends close out letter to consumer within 10 days of receipt of response from financial instruction. Responds to consumer related inquiries received from legislators, executive office, and other state agencies within 3 days of receipt. Assist in the evaluation of licensing and chartering applications as well as background checks on proposed Officer and Directors. Perform detailed background investigations of proposed Officers and Directors. Performs related duties and responsibilities as assigned.
