ECMU Forensic Systems Analyst

Salary: $54,228 - 82,848 per year Requirements:

• Any combination of experience or relevant education equivalent to three years of technical-level experience demonstrating the knowledge and skills required for the position.
• Knowledge of Oregons behavioral health system and the challenges people face accessing residential treatment or transitioning from higher levels of care into the community.
• Advanced proficiency with Microsoft Office Suite, Smartsheet, and Adobe, along with experience developing and maintaining accurate, accessible data collection tools, spreadsheets, and databases.
• Ability to coordinate complex projects by tracking timelines, deliverables, stakeholder responsibilities, and progress toward outcomes.
• Ability to support daily operations, provide guidance on program expectations, and ensure timely, accurate information flow across systems.
• Experience developing and interpreting policies, standards, and procedures to support equitable behavioral health services; researching regulatory requirements; identifying data needs; and preparing policy recommendations.
• Experience supporting multi-agency programs and cross-system partnerships.
• Ability to track and analyze system delays and performance measures, identify risks and emerging issues, and recognize process inefficiencies.
• Strong written and verbal communication skills, attention to detail, and ability to communicate with diverse audiences and collaborate across agencies and with internal and external partners on sensitive issues.
• Ability to manage competing priorities and contribute to team-based problem-solving.
• Skill in organizing and facilitating meetings, including preparing agendas, taking minutes, tracking follow-up actions, and coordinating with OSH, CMHPs, courts, and internal teams.

• Gather and track information from Oregon State Hospital and community partners about individuals ready to transition.
• Prepare regular updates for leadership.
• Maintain data systems, coordinate meetings, document key decisions, and support clear communication across teams.
• Contribute to reducing delays, strengthening discharge processes, and improving statewide service delivery.
• Support policy development and identify system challenges to advance a more equitable and efficient behavioral health continuum.

We offer a full-time, permanent, SEIU-represented position based in Salem, Oregon, with a hybrid arrangement requiring approximately 5% in-office work.
