Talent Acquisition Specialist

North Texas Municipal Water District (NTMWD) provides vital wholesale water, wastewater and solid waste management services to more than two million people who call North Texas their home. Position Summary The Talent Acquisition Specialist is responsible for sourcing, screening and recommending candidates for NTMWD positions as well as onboarding new hires. This person will identify opportunities to build applicant pools, establish trust and partnerships with the managers, identify potential “fit” through effective interviewing and testing, effectively administer the interviewing and onboarding process, and ensure a positive new hire experience. Developing and executing recruitment plans and strategies are primary responsibility to ensure hiring goals are met with the best possible talent. Job Responsibilities Build relationships and collaborate with department heads and hiring managers to understand hiring needs and team goals. Manage the full cycle recruitment process, ensuring a smooth and positive candidate experience. Determine selection criteria for candidates and create interview questions that reflect the requirements for each position. Build a strong candidate pipeline by sourcing active and passive candidates from a variety of sources such as online and internal databases, LinkedIn, employee referrals, job fairs and other recruitment events, social media, professional organizations, networking, and research. Identify the most suitable talent from available candidates by reviewing resumes, applications, and additional documents submitted. Plan and participate in interview and selection procedures, including phone screens, assessments, and in-person interviews. Keep records of all materials used for recruitment, including interview notes and related paperwork. Perform other duties as assigned. Job Requirements Education & Experience: Bachelor’s Degree in Human Resource Management, or similar. In lieu of degree, 5 or more years of relevant experience may suffice. Two to three years of experience as a Talent Acquisition Specialist, or similar required. SHRM or HRCI certification preferred. Bilingual in English and Spanish a plus. Requires a valid Texas Driver’s License. Knowledge, Skills & Abilities: Self-directed with the ability to work with a sense of urgency to complete tasks and meet deadlines. Have an established professional network to proactively source candidates. Experience with full-cycle recruiting, using various interview techniques and evaluation methods. Demonstrated knowledge of employment laws and regulations. Knowledge of Applicant Tracking Systems, Dayforce knowledge a plus. A keen understanding of the requirements for each role in the company. Proficiency in documenting processes and keeping up with industry trends. Effective interpersonal and communication skills with individuals at all levels of the organization. Environmental and Physical Working Conditions Driving a District vehicle for business will be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle‑appropriate driver’s license of their resident state. This position requires minimum physical exertion with daily lifting requirements up to 10 pounds. Significant finger dexterity required. Activities may include carrying office materials, pulling and pushing file drawers and organizing paperwork. Duties are almost always carried out in an office environment.
