SALARY RANGE: $61,247.00 - $98,276.00

The North Carolina Administrative Office of the Courts (NCAOC) provides centralized administration and budgeting services for the state’s courts in all 100 counties. The Human Resources (HR) Division provides professional services and programs to all Judicial Branch hiring authorities, officials, and employees. NCAOC is seeking a proactive Safety and Workers’ Compensation Consultant to drive our workplace safety initiatives and streamline our workers’ compensation and claims management. This dual role will lead workplace hazard assessments, facilitate OSHA compliance, and administer the end-to-end workers’ compensation claims process. Your primary responsibilities include, but are not limited to the following: Safety and Compliance : Conduct regular comprehensive safety inspections of county courthouses and Judicial Branch facilities to identify, assess, mitigate, and monitor risks/hazards to strengthen and ensure compliance with state and federal safety regulations. Incident Management : Investigate accidents, incidents, and near misses to determine root causes, recommend corrective actions, and prevent future occurrences. Worker’s Compensation Administration : Manage the full lifecycle of workplace injuries. Serve as the liaison between the employer, injured employee, and the third-party claims administrator (TPA). Coordinate workers’ compensation claims by preparing cases for mediation and attending hearings. Ensure program and policies are compliant with the North Carolina General Statute 97 (Workers’ Compensation Act of North Carolina). Reports Management and Regulatory Compliance : Track and report safety and health data to identify trends and areas of improvement. Analyze and produce statistical reports related to accidents, safety and claims, and OSHA reports. Maintain OSHA logs. Drills and Emergencies : Coordinate and schedule security/multi-hazard drills for NC Judicial Center (NCJC) and statewide judicial offices. Training and Education : Provide training programs to meet specific needs of NCJC and field offices for mitigation, preparation, response, and recovery from natural or manmade disasters. Professional Partnerships : Establish and maintain cooperative relations with all stakeholders including county officials and administrators, workers’ compensation TPA, and legal counsel. Serve as the NCJC Safe Leader, member of the Emergency Alert Team, and Chairperson of the Safety Committee. Other safety and health related duties assigned by HR Manager. This position reports to the HR Manager and work hours are 8:00 AM – 5:00 PM, Monday – Friday.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of: state and federal safety and health standards as applied to an office environment and safe work habits; Occupational Safety and Health (OSH) guidelines and practices; Judicial Branch Workers’ Compensation Program and the North Carolina Workers’ Compensation Law; and Judicial Branch leave programs. Skills in: performing safety inspections and ensuring compliance with OSHA safety standards; gathering data and generating conclusions; using effective interviewing and questioning techniques to conduct safety audits and investigations; providing consultation regarding the safety and health program to Judicial Branch hiring authorities and AOC division staff; exceptional communication and conflict resolution; using MS Office Word and Excel to produce technical analyses, data management, and reports. Ability to: to investigate and recognize unsafe conditions or acts and determine corrective actions; convince management of the need for a safety program and the importance of establishing and maintaining a safe environment; gather data, compile information, and prepare reports; communicate clearly and effectively in writing and verbally; demonstrate dependability, high level of responsiveness, and credibility; build trust with stakeholders; develop and present training programs on a wide variety of safety topics; plan and direct a comprehensive safety program; manage workers’ compensation (WC) caseload; collect and analyze WC data.

WORKING CONDITIONS

Employees work in a normal office environment. Work involves travel throughout the state to provide consultative services. All NC Judicial Branch agencies are Equal Opportunity Employers. Graduation from a four-year college or university, preferably with a degree in human resources management, safety management or industrial technology, two years of experience in occupational safety and health, workers compensation or human resources; or an equivalent combination of training and experience. Management prefers candidates with a current certification in Occupational Safety and Health (CIH, CSP), Certified Workers’ Compensation Professional (CWCP) and experience managing a safety program, workers compensation program, and working with emergency response protocol.
