Human Resources Director

Job Description The Human Resources Director is a qualified, competent and experienced full‑year, confidential appointee reporting directly to the Superintendent‑Director. The appointee serves as the principal advisor in all aspects of the district’s human resource functions, providing professional level support in employee/labor relations, educator licensure, personnel records, legal compliance, job evaluation, organizational development, AAP/EEO, employment, benefits, training, unemployment insurance, workers compensation, employee communications, compensation and related areas. The Director assists in the development and implementation of HR policies and procedures, disseminates them through the District Policy Manual and employee booklets, prepares reports, and serves as the primary liaison between district employees and the Business Office regarding pay or benefits. The Director oversees the administration of all employee benefit programs and maintains responsibility for the district’s human resources information systems. Responsibilities and Duties Process employment verification inquiries, annual employment status, absence and leave time balance reports to employees, and new employee paperwork. Identify legal requirements and government reporting regulations affecting HR functions and ensure policies, procedures, record retention and reporting are compliant. Assist in the development and administration of policies in areas including FMLA, SNLA, FLSA, ADA, COBRA and AAP/EEO. Respond to inquiries regarding policies, procedures and programs and provide guidance to supervisors in interpreting and applying district HR policies. Prepare information and recommendations for continuous improvements to policies, the staff handbook, benefit brochures and the employee orientation process. Serve as liaison to District Legal Counsel and the Superintendent‑Director on employment matters, employee relations, grievances, personnel issues and collective bargaining negotiations. Support district Professional Development initiatives by coordinating requests, reimbursements and record keeping activities; oversee mandatory annual staff training required by state and federal law. Assist in the preparation and presentation of routine unemployment claim proceedings and related employment matters. Oversee and assist with district compliance with teacher/administrator licensure, including waiver requests, expedite requests, and communications with DESE. Oversee district‑wide employee recruitment, hiring and onboarding processes, providing support to administrators for job descriptions, organizational design, sourcing, posting, screening, interviewing, and background checks, and preparing employment contracts or offer letters. Conduct compensation surveys within labor market analysis to determine competitive wage rates. Prepare reports and recommend procedures or incentive programs to reduce absenteeism and turnover. Serve as resource and liaison to the Policy Subcommittee, Teacher and Administration/Support Staff Sick Bank, and the BVT Wellness Committee. Coordinate annual Staff Wellness Day and other wellness initiatives including health screenings, flu vaccination clinics and onsite health & wellness education. Prepare, maintain and file workers compensation and accident reports in accordance with applicable requirements. Maintain records of benefits plan participation, personnel transactions, performance reviews, professional development, terminations and employee statistics for government reporting; coordinate workflows between HR and Payroll to ensure compliance. Collaborate with administrators and supervisors to manage employee performance concerns, corrective action and disciplinary issues. Ensure delivery of the Employee Assistant Program. Create and develop detailed documents utilizing advanced software features, including macros, forms and templates. Undertake all other assignments as directed by the Superintendent‑Director. Qualifications Bachelor’s degree (BS/BA) in Human Resources or a related field with at least ten years of HR administration experience, including minimum five years in a leadership role overseeing HR functions; experience in a public sector environment preferred. Comprehensive knowledge of Massachusetts General Laws as they pertain to compensation, benefits, and labor relations, with special knowledge of M.G.L. Chapter 32B. Demonstrated experience in labor relations and contract negotiations (preferred). Extensive knowledge and experience with employment laws and regulations, including EEO, CORI/SAFIS, ADA, FMLA and Title IX, and with employee relations, conflict resolution, and compliance. Proficiency in Microsoft Office applications and HRIS software; strong database skills (required). Ability to compose, read and interpret HR documents such as policies, job descriptions and employment applications. Excellent interpersonal, written and verbal communication skills and ability to prepare reports and presentations. Ability to perform mathematical calculations, analyze data related to compensation, benefits administration and other HR functions. Strong analytical and problem‑solving skills, ability to gather and evaluate information, develop solutions and make recommendations. Ability to extract, analyze and report data from HR and payroll information systems. Ability to develop creative, visually appealing and professional presentations incorporating charts and graphs. Demonstrate initiative and creativity in developing tools to increase productivity and efficiency. Ability to identify, assess and prioritize issues, exercise judgment and maintain confidentiality. Ability to manage multiple priorities, maintain attention to detail, work effectively amidst interruptions. Highly responsive, exercise sound judgment and diplomacy in resolving issues professionally. Commitment to ongoing professional growth through participation in professional organizations, seminars, workshops and continuing education. Compensation and Terms of Employment Annualized salary within a range of $110,000 – $130,000, paid biweekly based on qualifications and experience. Full‑year assignment: 52 weeks, 37.5 hours per week; regular schedule Monday‑Friday, 7.5 hours per day with a half‑hour duty‑free lunch; typical workday 8 a.m. – 4 p.m.; extended hours may be necessary. FLSA designation: Exempt. District provides necessary facilities, equipment, materials and supplies.
