Definition
Under general supervision of the Community Development Department Director, provides senior level leadership and management of the assigned Community Development Department's operational and administrative functions and staff. Manages the daily operation of the Department's programs through the department managers. Provides administrative oversight of special projects and is responsible for monitoring and evaluation of projects. Oversee the daily operations of the department in absence of the Director. This job class is treated as FLSA Exempt, and is a DRIVING position.

Minimum Qualifications
Education & Experience: A Bachelor's Degree from an accredited college or university in public relations, public administration, business, management, real estate or closely related field and a minimum of eight (8) years of administrative and supervisory experience. A Master's degree will substitute for two (2) years of experience.
Ideal Qualifications: Ideal candidate will have a strong working knowledge of the history, culture, laws, customs, traditions and languages of the Salt River Pima-Maricopa Indian Community. Certification: The ideal candidate will have United States Department of the Interior Security Clearance or pre-clearance for information system access and use.
Equivalency : Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filling the position.
Underfill Eligibility : An enrolled Community Member whom closely qualifies for the minimum qualifications for a position may be considered for employment under SRPMIC Policy 2-19, Underfill Special Requirements

- Monitor staff workload, prioritize tasks, and assign work to meet deadlines.

- Act as the Zoning Official for SRPMIC.
- Serve as a resource for resolving complaints and conflicts from clients or community members.
- Assist with high-level reports, presentations, and special studies.
- Maintain confidential HR personnel actions and sensitive records.
- Conduct evaluations and performance appraisals for staff.
- Provide mentoring, supervision, and training to staff.

- Manage realty functions, including land sale and appraisals.

- Coordinate community outreach related to land use and development applications.
- Provide education to community members on land use issues.
- Develop programs for managing vital records and land functions.
- Collaborate with local businesses and tourism entities.
- Oversee marketing and promotional efforts for the Community.
- Manage federal and non-federal grant programs.
- Prepare and monitor departmental budgets.
- Ensure compliance with procurement policies.
- Track and report on budget expenditure.
- Develop and implement office policies and procedures.
- Maintain effective filing systems for vital documents.
- Ensure confidentiality in administrative functions.
- Coordinate clerical and administrative support for the department.
- Provide technical support related to land development and environmental protection.
- Analyze federal law changes affecting the Community and prepare recommendations.
- Liaison with federal departments for coordination and support services.
- Represent SRPMIC on various committees and strategy teams.
- Act on behalf of the Community Development Director when required.
- Perform other job-related duties as assigned to enhance departmental operations.
- Knowledge of the history, culture, laws, customs, traditions and languages of the Salt River Pima-Maricopa Indian Community.
- Knowledge of services provided by the Community Development Department.
- Knowledge of Community Development, administration and management.
- Knowledge of principles, concepts, and practices of land management and leasing of federal trust lands, including surface and mineral leasing, permits and rights-of-way.
- Knowledge of United States Code (USC), Code of Federal Regulations (CFR), Indian Land Consolidation Act (ILCA), American Indian Probate Reform Act (AIPRA) and other local, and federal regulations dealing with federal trust land and inheritance.
- Knowledge of the Self Governance Compact for realty programs and of Public Law 100-472.
- Knowledge of Tribal programs and policies relating to the management of trust lands.
- Knowledge of policies, practices and procedures for tribal enrollment.
- Knowledge of the Department of the Interior (DOI) clearance process and related system requirements.
- Knowledge of principles and practices of employee training and supervision.
- Knowledge of inventory control and the purchasing of materials and equipment and contract procedures.
- Knowledge of the set-up, use, and maintenance of internet and social media (Facebook, Twitter, etc.) as a communication device for government and business purposes.
- Knowledge of legal requirements pertaining to wage issues, such as Fair Labor Standards Act, Davis-Bacon Act, bonding, and workers compensation.
- Knowledge of budget development, monitoring, and reporting principles and practices.
- Skill in providing leadership and direction to membership, probate, reality, appraisal, homesite, archive management, and land titles and records staff.
- Skill establishing staff workflow, training staff and work leadership.
- Skill in scheduling multiple projects.
- Skill with public speaking, listening well and communicating effectively with employees, Community Members and the public who have varying backgrounds and values.
- Skill understanding and interpreting complex laws, regulations, policies, procedures and guidelines.
- Skill in establishing and maintaining effective working relationships with Department Heads, Community Officials and other local, State and Federal Government Officials.
