The Operations Manager oversees the day-to-day running of the Perry Operations Center — a 25-acre facility with approximately 200 mobile disaster-response assets. The role is hands-on and requires daily presence in the shops and yard to personally monitor the condition of the fleet, manage the on-site team, and ensure the facility is always deployment-ready.

The position reports directly to the Director of Operations and does not have independent decision-making authority. All major decisions — including personnel actions, vendor selection, significant purchases, and deployment priorities — must be submitted to the Director for approval before moving forward. The expectation is that the Operations Manager brings forward well-thought-out recommendations rather than open-ended questions.

Day-to-day tasks such as work assignments, maintenance scheduling, and yard operations can be carried out without additional approval. Over time the goal is for Perry to run as a fully self-supporting operation under this manager's leadership.

Primary Accountabilities

1. Asset Readiness 

• Maintain operational readiness of approximately 200 mobile disaster-service assets , including:

-Semi-trailer bunkhouses

-Pull-behind bunkhouses

-Shower trailers

-Laundry trailers

-53-foot mobile and containerized dining facilities

-Support trailers and related disaster-response equipment

• Know and be able to state, at any time, how many assets are deployment-ready, how many are down, what is required to return them to service, and by when.
• Confirm that every asset is inspected and verified deployment-ready before it is released from the facility.

2. Maintenance Program & Work Control  

• Develop, implement, and manage preventive maintenance (PM) programs for all mobile assets and facility equipment.
• Establish maintenance priorities based on operational readiness and deployment requirements.
• Establish projected maintenance and repair timelines and drive work through to completion against those timelines.
• Track labor hours, materials, parts, and outside services associated with all maintenance and repair activity.
• Maintain accurate time-and-material records for equipment repairs and maintenance, and use them to identify cost drivers, recurring failures, and repair-versus-replace decisions to bring to the Director of Operations.
• Control maintenance and repair cost through scheduling discipline, in-house versus outsourced decisions, and parts management.

3. Facility & Site Management

• Manage the overall condition, appearance, and upkeep of the approximately 25-acre Perry facility .
• Oversee the facility’s two maintenance shops , offices, storage areas, equipment yards, and associated infrastructure.
• Maintain a safe and orderly work environment, including shop safety practices, housekeeping, equipment condition, and correction of identified hazards.
• Maintain site security, controlled access, and accountability for equipment, tools, parts, and materials on the property.
• Manage the environmental and regulatory housekeeping associated with the site — including fuel and fluid storage, waste oil, wash and wastewater handling, and required inspections — and escalate compliance concerns promptly.
• Confirm that trailers and towable assets carry current registration, tags, lighting, and inspection status so that no asset is held up at the point of transport.

4. Deployment & Mobilization

• Maintain equipment in a continuous state of readiness for disaster-response deployment.
• Coordinate the mobilization and dispatch of equipment from the Perry Operations Center.
• Coordinate with multiple transportation companies and carriers for the movement of assets.
• Recommend equipment priorities and transportation sequencing during major deployments for the Director of Operations’ approval, then execute against the approved plan.
• Maintain complete documentation of equipment leaving and returning to the Operations Center.
• Coordinate the inspection, repair, cleaning, and restocking of equipment following deployment, and drive assets back to ready status without delay.
• Coordinate asset movement and support requirements with the company’s other staging locations as directed.
• The primary deployment responsibility of this position is the coordination and management of assets from the Perry Operations Center rather than routine field deployment.

5. Team Leadership & Site Staffing

• Provide daily direction, assignment, and oversight of on-site personnel, including full-time employees and contract personnel.
• Establish clear expectations, working hours, accountability, and performance standards for the site — including the routines, reporting, and follow-through the facility has not previously operated under.
• Conduct an early evaluation of the current on-site team — capability, reliability, fit, and the appropriate employee-versus-contractor structure — and present findings and recommendations to the Director of Operations.
• Develop and recommend a staffing plan for the Perry Operations Center : the roles required for the facility to run successfully at steady state and to surge during an activation, in what sequence they should be added, and how the site should be organized.
• Develop the skills of on-site personnel through direct coaching, task instruction, and consistent standards.
• Coordinate with Human Resources on all personnel matters; personnel decisions are made with the Director of Operations.

6. Vendors, Parts & Procurement

• Coordinate the procurement and inventory of parts, materials, supplies, and specialized equipment required to maintain readiness.
• Manage day-to-day relationships with outside vendors, contractors, repair facilities, and service providers, and hold them to committed scope, pricing, and schedule.
• Recommend vendor selection and significant purchases to the Director of Operations for approval.
• Maintain adequate on-hand stock of critical and long-lead parts so that readiness is not lost waiting on supply.

7. Systems, Records & Reporting

• Maintain accurate asset information, maintenance history, inspection records, and equipment status within the company’s asset- and fleet-management systems (currently Samsara ).
• Use those systems to monitor and manage preventive maintenance schedules and to track equipment location and operational status.
• Maintain the system as the single source of truth for asset condition and readiness — no parallel spreadsheets or personal record-keeping.
• Participate in the rollout of the company’s new operations system , including data cleanup, standardization of records, and adoption at the Perry site.
• Produce management reports on asset readiness, maintenance requirements, equipment condition, and site activity for the Director of Operations.

• Five or more years of experience in operations management, fleet management, equipment maintenance, or facility management.
• Valid driver’s license and acceptable driving record.
• Demonstrated management responsibility for a significant fleet or inventory of mobile assets.
• Demonstrated experience directly supervising employees and/or contract personnel.
• Strong background in building and administering preventive maintenance programs.
• Working experience with a fleet or asset-management platform and a demonstrated willingness to manage from the system of record rather than from memory or spreadsheets.
• Strong understanding of time-and-material tracking and maintenance cost control.
• Ability to manage multiple maintenance projects and competing priorities simultaneously.
• Ability to work effectively with vendors, contractors, transportation carriers, and corporate management.
• Strong organizational, planning, written, and verbal communication skills.
• Ability to operate effectively during high-demand disaster-response mobilizations.
• Availability during an activation, extended hours, weekend work, and compressed mobilization timelines are expected.

Preferred

• Experience with Samsara or a comparable fleet / asset-management system.
• Experience standing up structure, process, and documentation in an operation that has previously run informally.
• Experience supporting disaster-response, emergency-management, or federal contract operations.

Work Environment & Physical Requirements

This position is based at the Perry Operations Center in Perry, Florida . The Operations Manager should be comfortable working across a combination of:

• Office environments
• Maintenance shops
• Outdoor equipment yards
• Warehousing and storage areas
• Mobile equipment interiors
• Hot and humid weather conditions
• Fast-paced disaster-response operations

The role requires a hands-on management approach with significant daily interaction with equipment, maintenance operations, personnel, vendors, and carriers. The position involves walking a 25-acre site, climbing into and inspecting mobile equipment, and periodic lifting of up to 50 pounds.

Occasional travel to field locations or other company facilities may be required.
